CHAPTER I DEPARTMENTAL REGULATIONS
A. ORGANISATION
101. Functions of the Accounts Department
The Accounts Department of a Railway Administration is mainly responsible for:—
(a) Keeping the accounts of the Railway in accordance with the prescribed rules.
(b) Checking transactions affecting the receipts and expenditure of the Railway with reference to rules or orders (Internal Check).
(c) Prompt settlement of proper claims against the Railway.
(d) Tendering financial advice to the administration, whenever required or necessary, in all matters involving Railway Finance.
(e) Compilation of Budgets in consultation with other departments and monitoring budgetary control procedures as laid down in the relevant orders and Code Rules from time to time.
(f) Discharging other management accounting functions, such as providing financial data for management reporting, assisting inventory management, participating in purchase/contract decisions, and conducting surveys for major schemes in accordance with the relevant rules and orders.
(g) Ensuring that there are no financial irregularities in the transactions of the Railway.
101. लेखा विभाग के कार्य (Functions of the Accounts Department)
रेलवे प्रशासन का लेखा विभाग (Accounts Department) मुख्यतः निम्नलिखित कार्यों के लिए उत्तरदायी होता है:—
(a) निर्धारित नियमों के अनुसार रेलवे के लेखे (Accounts) का संधारण करना।
(b) रेलवे की प्राप्तियों (Receipts) एवं व्यय (Expenditure) से संबंधित सभी लेन-देन की नियमों एवं आदेशों के अनुसार जाँच (Internal Check) करना।
(c) रेलवे के विरुद्ध वैध दावों (Claims) का शीघ्र निपटान करना।
(d) रेलवे वित्त (Railway Finance) से संबंधित सभी मामलों में आवश्यकता होने पर प्रशासन को वित्तीय सलाह (Financial Advice) देना।
(e) अन्य विभागों के परामर्श से बजट (Budget) तैयार करना तथा समय-समय पर जारी आदेशों एवं Code Rules के अनुसार बजटीय नियंत्रण (Budgetary Control) की निगरानी करना।
(f) प्रबंधन लेखांकन (Management Accounting) से संबंधित अन्य कार्य करना, जैसे प्रबंधन के लिए वित्तीय आँकड़े (Financial Data) उपलब्ध कराना, भंडार प्रबंधन (Inventory Management) में सहायता करना, क्रय/अनुबंध (Purchase/Contract) संबंधी निर्णयों में भाग लेना तथा महत्वपूर्ण योजनाओं (Major Schemes) के लिए सर्वेक्षण करना।
(g) यह सुनिश्चित करना कि रेलवे के सभी लेन-देन में कोई वित्तीय अनियमितता (Financial Irregularity) न हो।
102. Gazetted Officers of the Accounts Department
The head of the Accounts Department of a Railway Administration is the Financial Adviser & Chief Accounts Officer (FA&CAO).
Below the FA&CAO, the following Gazetted Officers are posted:
- Additional Financial Adviser & Chief Accounts Officer (Addl. FA&CAO)
- Deputy Chief Accounts Officer (Dy. CAO)
- Senior Accounts Officer (Sr. AO)
- Junior Accounts Officer (JAO)
- Assistant Accounts Officer (AAO)
These officers may be posted in the Headquarters Office, Divisions, Workshops, Stores Depots, and Construction Projects of the Railway.
The size of the Accounts Organisation depends upon the nature and volume of work in each Railway Administration.
For the sake of brevity, all officers of the Accounts Department, including the head of the department, are referred to as “Accounts Officer(s)”.
Where specific reference is made to the head of the Accounts Department, the term “Financial Adviser & Chief Accounts Officer (FA&CAO)” is used.
In some places, the term “Accounts” has been used to denote the Accounts Department.
102. लेखा विभाग के राजपत्रित अधिकारी (Gazetted Officers of the Accounts Department)
रेलवे प्रशासन के लेखा विभाग (Accounts Department) के प्रमुख वित्तीय सलाहकार एवं मुख्य लेखा अधिकारी (Financial Adviser & Chief Accounts Officer – FA&CAO) होते हैं।
FA&CAO के अधीन निम्नलिखित राजपत्रित अधिकारी (Gazetted Officers) कार्य करते हैं—
- अतिरिक्त वित्तीय सलाहकार एवं मुख्य लेखा अधिकारी (Additional FA&CAO)
- उप मुख्य लेखा अधिकारी (Deputy Chief Accounts Officer)
- वरिष्ठ लेखा अधिकारी (Senior Accounts Officer)
- कनिष्ठ लेखा अधिकारी (Junior Accounts Officer)
- सहायक लेखा अधिकारी (Assistant Accounts Officer)
ये अधिकारी रेलवे के मुख्यालय, मंडलों, कार्यशालाओं, भंडार डिपो तथा निर्माण परियोजनाओं में नियुक्त हो सकते हैं।
लेखा संगठन का आकार प्रत्येक रेलवे प्रशासन में कार्य की प्रकृति एवं मात्रा पर निर्भर करता है।
संक्षिप्तता के लिए, लेखा विभाग के सभी अधिकारियों, जिनमें विभागाध्यक्ष भी शामिल हैं, को “Accounts Officer(s)” कहा जाता है।
जहाँ विशेष रूप से विभागाध्यक्ष का उल्लेख करना आवश्यक होता है, वहाँ “Financial Adviser & Chief Accounts Officer (FA&CAO)” शब्द का प्रयोग किया जाता है।
कुछ स्थानों पर “Accounts” शब्द का प्रयोग लेखा विभाग के अर्थ में किया गया है।
103. Management of Cash Receipts and Disbursements
For the management of Cash Receipts and Disbursements, the Financial Adviser & Chief Accounts Officer (FA&CAO) is assisted by:
- Chief Cashier
- Assistant Chief Cashier, commonly referred to as “Cashier”.
103. नकद प्राप्तियों एवं भुगतानों का प्रबंधन (Management of Cash Receipts and Disbursements)
नकद प्राप्तियों (Cash Receipts) एवं भुगतानों (Disbursements) के प्रबंधन में FA&CAO की सहायता निम्न अधिकारी करते हैं—
- मुख्य कैशियर (Chief Cashier)
- सहायक मुख्य कैशियर (Assistant Chief Cashier), जिन्हें सामान्यतः कैशियर (Cashier) कहा जाता है।
104. Financial Advisers at Divisions, Workshops and Stores Depots
The Divisional/Senior Divisional Accounts Officer in a Division, the Workshop Accounts Officer in a Workshop, and the Stores Accounts Officer attached to a Stores Depot function as Financial Advisers to their respective Executive Officers.
They perform these functions under the overall guidance of the Financial Adviser & Chief Accounts Officer (FA&CAO).
104. मंडलों, कार्यशालाओं एवं भंडार डिपो में वित्तीय सलाहकार (Financial Advisers)
किसी मंडल में Divisional/Senior Divisional Accounts Officer, कार्यशाला में Workshop Accounts Officer, तथा भंडार डिपो में Stores Accounts Officer अपने-अपने कार्यकारी अधिकारियों (Executive Officers) के वित्तीय सलाहकार (Financial Adviser) के रूप में कार्य करते हैं।
ये सभी अधिकारी FA&CAO के समग्र मार्गदर्शन (Overall Guidance) में अपने दायित्वों का निर्वहन करते हैं।
105. Non-Gazetted Establishment of the Accounts Department
The subordinate establishment of the Accounts Department of a Railway consists of both indoor and outdoor staff.
The indoor (office) staff is divided into two main classes:
- Section Officers (Accounts)/Sub Heads
- Clerks
Section Officers (Accounts) are employed as Superintendents in various branches of the Accounts Offices.
Some minor charges of sections and sub-sections are supervised by Sub-Heads.
The Clerks are generally divided into two classes:
- Lower Class (Grade II)
- Higher Class (Grade I)
The Higher Class (Grade I) Clerks are employed on more important work.
The outdoor staff comprises:
- Inspectors of Station Accounts
- Inspectors of Stores Accounts
- Stock Verifiers
In addition, there are Finger Print Inspectors, who examine the finger prints on paid pay bills for comparison with those recorded in the Service Registers.
105. लेखा विभाग का अराजपत्रित कर्मचारी वर्ग (Non-Gazetted Establishment of the Accounts Department)
रेलवे के लेखा विभाग (Accounts Department) का अधीनस्थ कर्मचारी वर्ग (Subordinate Establishment) दो भागों में होता है—
- कार्यालय (Indoor) कर्मचारी
- बाह्य (Outdoor) कर्मचारी
कार्यालय (Indoor) कर्मचारी दो मुख्य वर्गों में विभाजित होते हैं—
- Section Officers (Accounts)/Sub Heads
- Clerks
Section Officers (Accounts), लेखा कार्यालयों की विभिन्न शाखाओं में Superintendent के रूप में कार्य करते हैं।
कुछ छोटे अनुभागों एवं उप-अनुभागों का कार्य Sub-Heads द्वारा पर्यवेक्षित किया जाता है।
Clerks सामान्यतः दो श्रेणियों में विभाजित होते हैं—
- Lower Class (Grade II)
- Higher Class (Grade I)
Higher Class (Grade I) के Clerks को अधिक महत्वपूर्ण कार्य सौंपे जाते हैं।
बाह्य (Outdoor) कर्मचारी में निम्नलिखित शामिल होते हैं—
- Inspectors of Station Accounts
- Inspectors of Stores Accounts
- Stock Verifiers
इसके अतिरिक्त Finger Print Inspectors भी होते हैं, जो भुगतान किए गए वेतन बिलों (Paid Pay Bills) पर लगे अंगुलियों के निशान (Finger Prints) की तुलना Service Registers में उपलब्ध निशानों से करते हैं।
106. For Cash Receipts and Disbursements
For Cash Receipts and Disbursements, the subordinate staff dealing with the work are:
- Divisional Cashiers
- Assistant Cashiers
- Senior Cashiers
- Junior Cashiers
- Shroffs
- Clerical Establishment
In addition, there are Inspectors of Cashiers, whose duty is to inspect the accounts of the Cashiers.
106. नकद प्राप्तियों एवं भुगतानों के लिए अधीनस्थ कर्मचारी (For Cash Receipts and Disbursements)
नकद प्राप्तियों (Cash Receipts) एवं भुगतानों (Disbursements) से संबंधित कार्य निम्नलिखित अधीनस्थ कर्मचारी (Subordinate Staff) करते हैं—
- Divisional Cashiers
- Assistant Cashiers
- Senior Cashiers
- Junior Cashiers
- Shroffs
- Clerical Establishment
इसके अतिरिक्त Inspectors of Cashiers भी होते हैं, जिनका कार्य कैशियरों के लेखों (Accounts) का निरीक्षण (Inspection) करना होता है।
107. Accounts Officers and the Executive
The head of a Railway Administration, referred to hereafter as the General Manager, and the various Executive Officers subordinate to him are responsible for the construction, maintenance and operation of the Railway.
For the proper and legitimate discharge of their responsibilities, the Executive Officers are authorized to incur expenditure within the limits of their financial powers.
All claims against the Railway arising out of such authorization of expenditure are checked, in accordance with the prescribed rules, on behalf of the Railway Administration by the Accounts Officer, who arranges to settle the claims found to be in order.
While performing these functions and giving financial advice to the Executive, the Accounts Officer acts solely in the interest of the Executive Officers, with whom he jointly participates in the process of Railway Management.
Similarly, the Executive Officers should, on their part, give due consideration to the financial advice tendered by the Accounts Officer.
107. लेखा अधिकारी एवं कार्यकारी अधिकारी (Accounts Officers and the Executive)
रेलवे प्रशासन के प्रमुख, जिन्हें आगे महाप्रबंधक (General Manager) कहा गया है, तथा उनके अधीन कार्य करने वाले विभिन्न कार्यकारी अधिकारी (Executive Officers) रेलवे के निर्माण (Construction), अनुरक्षण (Maintenance) एवं संचालन (Operation) के लिए उत्तरदायी होते हैं।
इन दायित्वों का उचित एवं वैध रूप से निर्वहन करने के लिए कार्यकारी अधिकारियों को अपनी वित्तीय शक्तियों (Financial Powers) की सीमा के भीतर व्यय करने का अधिकार प्राप्त होता है।
ऐसे स्वीकृत व्यय के कारण रेलवे के विरुद्ध उत्पन्न सभी दावों (Claims) की निर्धारित नियमों (Prescribed Rules) के अनुसार रेलवे प्रशासन की ओर से लेखा अधिकारी (Accounts Officer) द्वारा जाँच की जाती है। जो दावे नियमों के अनुसार सही (In Order) पाए जाते हैं, उनका निपटान (Settlement) लेखा अधिकारी द्वारा कराया जाता है।
इन कार्यों का निर्वहन करते समय तथा कार्यकारी अधिकारियों को वित्तीय सलाह (Financial Advice) देते समय लेखा अधिकारी केवल कार्यकारी अधिकारियों के हित में कार्य करता है और उनके साथ मिलकर रेलवे प्रबंधन (Railway Management) की प्रक्रिया में संयुक्त रूप से भाग लेता है।
इसी प्रकार कार्यकारी अधिकारियों को भी लेखा अधिकारी द्वारा दी गई वित्तीय सलाह पर उचित विचार (Due Consideration) करना चाहिए।
108. Procedure in Case of Disagreement between the Accounts Officer and the Executive
In cases where an Accounts Officer is unable to accept as proper any orders of an Executive Authority or any claims arising therefrom, he should bring to the notice of the Executive Authority the nature of the impropriety or irregularity and suggest the proper and regular course of action under the extant rules and orders.
In the event of a disagreement between the Accounts Officer and the Executive, the following procedure should be followed:
(a) If the disagreement is between an Executive Officer (other than the General Manager) and an Accounts Officer (other than the Financial Adviser & Chief Accounts Officer), the Accounts Officer should furnish a short note of his objection to the Executive Officer and request him to obtain the decision of the General Manager.
At the same time, the Accounts Officer should furnish a copy of the note to the Financial Adviser & Chief Accounts Officer (FA&CAO).
(b) If the matter is settled to the satisfaction of the Financial Adviser & Chief Accounts Officer, he will issue the necessary orders to the subordinate Accounts Officer.
If, however, the General Manager and the Financial Adviser & Chief Accounts Officer are unable to reach an agreement, the General Manager should consider himself under an obligation to refer the matter to the Railway Board, whenever so requested by the Financial Adviser & Chief Accounts Officer.
While making such a reference, the General Manager should incorporate fairly and fully the comments and views of the Financial Adviser & Chief Accounts Officer.
The orders of the Railway Board, when received by the General Manager, shall be communicated by him to the Financial Adviser & Chief Accounts Officer (vide Paragraph 804).
(c) The above procedure shall apply mutatis mutandis in cases where the Financial Adviser & Chief Accounts Officer himself, without the intervention of his subordinate officers, considers any order of an Executive Officer or any claim arising therefrom to be irregular or improper in Internal Check.
108. लेखा अधिकारी एवं कार्यकारी अधिकारी के बीच मतभेद होने पर अपनाई जाने वाली प्रक्रिया
यदि लेखा अधिकारी (Accounts Officer) किसी कार्यकारी अधिकारी (Executive Authority) के किसी आदेश अथवा उससे उत्पन्न किसी दावे (Claim) को उचित नहीं मानता है, तो उसे संबंधित कार्यकारी अधिकारी के ध्यान में उस अनियमितता (Irregularity) या अनुचितता (Impropriety) की प्रकृति लानी चाहिए तथा प्रचलित नियमों एवं आदेशों (Extant Rules and Orders) के अनुसार उचित एवं नियमित कार्यवाही का सुझाव देना चाहिए।
यदि लेखा अधिकारी और कार्यकारी अधिकारी के बीच मतभेद (Disagreement) हो, तो निम्नलिखित प्रक्रिया अपनाई जाएगी—
(a) यदि मतभेद महाप्रबंधक (General Manager) के अतिरिक्त किसी कार्यकारी अधिकारी और FA&CAO के अतिरिक्त किसी लेखा अधिकारी के बीच हो, तो लेखा अधिकारी अपने आपत्ति का संक्षिप्त विवरण (Short Note of Objection) संबंधित कार्यकारी अधिकारी को देगा तथा उनसे महाप्रबंधक का निर्णय प्राप्त करने का अनुरोध करेगा।
साथ ही, वह अपने इस आपत्ति-पत्र की एक प्रति वित्तीय सलाहकार एवं मुख्य लेखा अधिकारी (FA&CAO) को भी भेजेगा।
(b) यदि मामला FA&CAO की संतुष्टि के अनुसार सुलझ जाता है, तो वे अधीनस्थ लेखा अधिकारी को आवश्यक निर्देश (Orders) जारी करेंगे।
यदि महाप्रबंधक और FA&CAO के बीच सहमति नहीं बनती है, तो FA&CAO के अनुरोध पर महाप्रबंधक इस मामले को Railway Board को भेजने के लिए बाध्य होंगे।
मामला Railway Board को भेजते समय महाप्रबंधक को FA&CAO की टिप्पणियों एवं विचारों को पूर्ण एवं निष्पक्ष रूप से सम्मिलित करना चाहिए।
Railway Board से प्राप्त आदेशों को महाप्रबंधक द्वारा FA&CAO को उपलब्ध कराया जाएगा। (संदर्भ – Paragraph 804)
(c) उपर्युक्त प्रक्रिया यथोचित परिवर्तन (Mutatis Mutandis) के साथ उन मामलों में भी लागू होगी, जहाँ FA&CAO स्वयं, अपने अधीनस्थ अधिकारियों के हस्तक्षेप के बिना, किसी कार्यकारी अधिकारी के आदेश अथवा उससे उत्पन्न किसी दावे को आंतरिक जाँच (Internal Check) के दौरान अनियमित या अनुचित मानते हैं।
109. Reference to the Railway Board on Interpretation of Rules
In matters relating to the interpretation of rules or obtaining the sanction of the Railway Board or higher authorities, the duty of the Accounts Officer is to address the Executive Officer concerned and request him to obtain the orders of the Railway Board.
In such cases, the opinion of the Accounts Officer should be furnished to the Executive Officer in the form of a short note.
This short note should be included verbatim in the report submitted by the General Manager to the Railway Board for obtaining orders.
When the matter is very urgent, such as when delay in the issue of orders by the Railway Board may result in:
- Serious financial loss to the Railway,
- Dislocation of business, or
- A financial irregularity or defect in the working of a Railway Department has to be brought promptly to the notice of the Railway Board,
the Financial Adviser & Chief Accounts Officer (FA&CAO) may, after addressing the General Manager, send a copy of his note to the Railway Board for information.
Such communication should include:
- An explanation of the urgency of the case, and
- A request for the issue of early orders.
In all such cases, the Financial Adviser & Chief Accounts Officer should await the orders of the Railway Board.
109. नियमों की व्याख्या एवं Railway Board से आदेश प्राप्त करने की प्रक्रिया
नियमों की व्याख्या (Interpretation of Rules) अथवा Railway Board या उच्च प्राधिकारी की स्वीकृति (Sanction) प्राप्त करने से संबंधित मामलों में लेखा अधिकारी (Accounts Officer) का कर्तव्य है कि वह संबंधित कार्यकारी अधिकारी (Executive Officer) को लिखकर Railway Board से आदेश प्राप्त करने का अनुरोध करे।
ऐसे मामलों में लेखा अधिकारी की राय (Opinion) संक्षिप्त टिप्पणी (Short Note) के रूप में कार्यकारी अधिकारी को दी जानी चाहिए।
यह संक्षिप्त टिप्पणी महाप्रबंधक (General Manager) द्वारा Railway Board को भेजी जाने वाली रिपोर्ट में शब्दशः (Verbatim) सम्मिलित की जानी चाहिए।
यदि मामला अत्यंत आवश्यक (Very Urgent) हो, जैसे—
- Railway Board से आदेश मिलने में विलंब होने पर रेलवे को गंभीर वित्तीय हानि (Serious Financial Loss) हो सकती हो,
- रेलवे के कार्यों में बाधा (Dislocation of Business) उत्पन्न होने की संभावना हो, या
- रेलवे के किसी विभाग में वित्तीय अनियमितता (Financial Irregularity) अथवा कार्यप्रणाली में दोष (Defect) की सूचना तत्काल Railway Board को देना आवश्यक हो,
तो वित्तीय सलाहकार एवं मुख्य लेखा अधिकारी (FA&CAO), महाप्रबंधक को पत्र भेजने के बाद, अपनी टिप्पणी (Note) की एक प्रति Railway Board को केवल सूचना (Information) के लिए भेज सकते हैं।
इस पत्र के साथ—
- मामले की तत्कालता (Urgency) का स्पष्ट कारण, तथा
- शीघ्र आदेश (Early Orders) जारी करने का अनुरोध
भी सम्मिलित किया जाना चाहिए।
ऐसे सभी मामलों में FA&CAO को Railway Board के आदेश प्राप्त होने तक प्रतीक्षा करनी चाहिए।
110. Proposals for Economy or Improvement
In making proposals for economy or improvement affecting other departments of the Railway, the Accounts Officers should always consult the Executive Officers of the concerned department.
As a general rule, such proposals should be sent to the competent Executive Authority through the Departmental Officers.
However, if the Financial Adviser & Chief Accounts Officer (FA&CAO) considers it necessary, he is empowered to make such references directly to the head of the Railway, i.e., the General Manager.
110. मितव्ययिता एवं सुधार संबंधी प्रस्ताव (Proposals for Economy or Improvement)
रेलवे के अन्य विभागों को प्रभावित करने वाले मितव्ययिता (Economy) अथवा सुधार (Improvement) संबंधी प्रस्ताव तैयार करते समय लेखा अधिकारियों (Accounts Officers) को संबंधित विभाग के कार्यकारी अधिकारियों (Executive Officers) से अनिवार्य रूप से परामर्श (Consultation) करना चाहिए।
सामान्यतः ऐसे प्रस्ताव विभागीय अधिकारियों (Departmental Officers) के माध्यम से सक्षम कार्यकारी प्राधिकारी (Competent Executive Authority) को भेजे जाने चाहिए।
किन्तु यदि वित्तीय सलाहकार एवं मुख्य लेखा अधिकारी (FA&CAO) आवश्यक समझें, तो उन्हें ऐसे मामलों को सीधे रेलवे के प्रमुख अर्थात् महाप्रबंधक (General Manager) के समक्ष भेजने का अधिकार है।
111. Supply of Accounts, Returns and Information
In addition to the accounts and returns required to be furnished to the Departments by the Accounts Officer under the Railway Codes and other Railway Board Orders, the Accounts Officer should also furnish such other accounts and returns as may be required by the Executive Officers.
Any statistical or other information required by the Executive Officers, which can be obtained from the records of the Accounts Office, should also be promptly supplied.
111. लेखे, विवरणियाँ एवं सूचनाएँ उपलब्ध कराना (Supply of Accounts, Returns and Information)
Railway Codes तथा Railway Board के अन्य आदेशों के अनुसार लेखा अधिकारी (Accounts Officer) द्वारा विभागों को उपलब्ध कराए जाने वाले लेखों (Accounts) एवं विवरणियों (Returns) के अतिरिक्त, कार्यकारी अधिकारियों (Executive Officers) द्वारा माँगे जाने वाले अन्य लेखे एवं विवरणियाँ भी उपलब्ध करानी चाहिए।
यदि कार्यकारी अधिकारियों को किसी सांख्यिकीय (Statistical) अथवा अन्य प्रकार की सूचना की आवश्यकता हो और वह लेखा कार्यालय (Accounts Office) के अभिलेखों से उपलब्ध हो सकती हो, तो ऐसी सूचना भी शीघ्र (Promptly) उपलब्ध कराई जानी चाहिए।
112. Financial Advisers & Chief Accounts Officers and Director Accounts, Railway Board
The Railway Board is responsible for the proper maintenance of the accounts of all the Indian Railways and for the compilation of the entire accounts relating to receipts and expenditure under the various Railway and Non-Railway Heads of Accounts prescribed in Appendix IV to this Code.
The Director Accounts is the professional agent of the Railway Board in Accounts matters.
In this capacity, the Director Accounts:
- Organizes, trains and controls, from the professional point of view, the Railway Accounts Establishment as a whole.
- Is responsible for the professional efficiency of the Accounts Establishment.
- Is responsible for the correctness of accounts and accounts procedure.
In the discharge of these responsibilities, the Director Accounts issues instructions to the Financial Advisers & Chief Accounts Officers (FA&CAOs) regarding:
- Preparation and submission of accounts.
- Preparation and submission of returns required by the Railway Board.
- All other accounting matters, including those having an administrative aspect.
- Inspection of the offices of the FA&CAOs.
These instructions are communicated to the General Managers, and it is the duty of the Financial Advisers & Chief Accounts Officers to give effect to them.
The Director Accounts is, however, free to correspond directly with the Financial Advisers & Chief Accounts Officers, and the FA&CAOs may also correspond directly with the Director Accounts on all Accounts matters, including matters having an administrative aspect.
The Financial Adviser & Chief Accounts Officer must, however, keep the General Manager informed of such correspondence whenever it is important for the administration of the Railway.
The Financial Advisers & Chief Accounts Officers shall exercise such powers as may be delegated to them by their respective General Managers.
112. वित्तीय सलाहकार एवं मुख्य लेखा अधिकारी तथा निदेशक लेखा, रेलवे बोर्ड (Financial Advisers & Chief Accounts Officers and Director Accounts, Railway Board)
Railway Board सभी भारतीय रेलों (Indian Railways) के लेखों (Accounts) के सही संधारण तथा इस Code के Appendix IV में निर्धारित विभिन्न रेलवे एवं गैर-रेलवे लेखा शीर्षों (Railway and Non-Railway Heads of Accounts) के अंतर्गत प्राप्तियों (Receipts) एवं व्यय (Expenditure) से संबंधित समस्त लेखों के संकलन (Compilation) के लिए उत्तरदायी है।
Director Accounts (निदेशक लेखा) लेखा संबंधी मामलों (Accounts Matters) में Railway Board के व्यावसायिक प्रतिनिधि (Professional Agent) होते हैं।
इस भूमिका में Director Accounts—
- व्यावसायिक दृष्टिकोण (Professional Point of View) से संपूर्ण Railway Accounts Establishment का संगठन, प्रशिक्षण एवं नियंत्रण करते हैं।
- लेखा संगठन की व्यावसायिक दक्षता (Professional Efficiency) के लिए उत्तरदायी होते हैं।
- लेखों की शुद्धता (Correctness of Accounts) तथा लेखा प्रक्रिया (Accounts Procedure) के लिए उत्तरदायी होते हैं।
इन दायित्वों के निर्वहन हेतु Director Accounts, Financial Advisers & Chief Accounts Officers (FA&CAOs) को निम्नलिखित विषयों पर निर्देश (Instructions) जारी करते हैं—
- लेखों की तैयारी एवं प्रस्तुतिकरण (Preparation and Submission of Accounts)।
- Railway Board द्वारा अपेक्षित विवरणियों (Returns) की तैयारी एवं प्रस्तुतिकरण।
- सभी अन्य लेखा संबंधी विषय, जिनमें प्रशासनिक पक्ष (Administrative Aspect) वाले विषय भी शामिल हैं।
- FA&CAOs के कार्यालयों का निरीक्षण (Inspection of Offices)।
ये निर्देश महाप्रबंधकों (General Managers) को भी भेजे जाते हैं तथा FA&CAOs का कर्तव्य है कि वे उनका पालन (Give Effect) करें।
हालाँकि, Director Accounts को FA&CAOs के साथ तथा FA&CAOs को Director Accounts के साथ सभी लेखा संबंधी मामलों, जिनमें प्रशासनिक पक्ष वाले मामले भी शामिल हैं, पर प्रत्यक्ष पत्राचार (Direct Correspondence) करने की स्वतंत्रता है।
किन्तु यदि ऐसा पत्राचार रेलवे प्रशासन की दृष्टि से महत्वपूर्ण हो, तो FA&CAO का कर्तव्य है कि वे महाप्रबंधक को उससे अवगत कराते रहें।
FA&CAOs अपने-अपने महाप्रबंधकों द्वारा प्रत्यायोजित (Delegated) शक्तियों का प्रयोग करेंगे।
113. Statutory Audit
The Comptroller and Auditor General of India (C&AG) is the final audit authority in India.
The functions and powers of the Comptroller and Auditor General are derived mainly from Articles 149 to 151 of the Constitution of India.
The Comptroller and Auditor General is responsible for the audit of the accounts of the Indian Railways, but has no responsibility for the compilation of these accounts.
The form in which the accounts of the Indian Railways are maintained and any changes in the accounts classification affecting the recording of expenditure in the Finance Accounts and Revenue Accounts of the Government of India are subject to the approval of the Comptroller and Auditor General.
The Comptroller and Auditor General may also require such compiled accounts to be submitted as are necessary to enable him to discharge his statutory obligations.
Note: This subject has been dealt with in greater detail in Chapter IX of the Indian Railway Financial Code, to which reference may be made.
The duties and powers of the Comptroller and Auditor General regarding the audit of accounts are given in Appendix I.
113. वैधानिक लेखा-परीक्षा (Statutory Audit)
भारत के नियंत्रक एवं महालेखा परीक्षक (Comptroller and Auditor General of India – C&AG) भारत के अंतिम लेखा-परीक्षा प्राधिकारी (Final Audit Authority) हैं।
C&AG के कार्य एवं शक्तियाँ मुख्यतः भारत के संविधान के अनुच्छेद 149 से 151 से प्राप्त होती हैं।
C&AG भारतीय रेलों के लेखों (Accounts) की लेखा-परीक्षा (Audit) के लिए उत्तरदायी हैं, किन्तु इन लेखों के संकलन (Compilation) के लिए उत्तरदायी नहीं हैं।
भारतीय रेलों के लेखे किस स्वरूप (Form) में रखे जाएँ तथा लेखा वर्गीकरण (Accounts Classification) में ऐसे परिवर्तन, जो भारत सरकार के Finance Accounts एवं Revenue Accounts में व्यय के अभिलेखन (Recording of Expenditure) को प्रभावित करते हैं, C&AG की स्वीकृति (Approval) के अधीन होते हैं।
C&AG अपने वैधानिक दायित्वों (Statutory Obligations) के निर्वहन के लिए आवश्यक समझे जाने पर संकलित लेखे (Compiled Accounts) भी प्रस्तुत करने की अपेक्षा कर सकते हैं।

114. Statutory Audit Organisation
In all matters relating to the audit of Railway Accounts, the Comptroller and Auditor General of India (C&AG) is assisted by the Additional Deputy Comptroller & Auditor General (Railways).
Subordinate to him are the Chief Auditors, who are responsible for conducting the audit of the accounts of the Indian Railways.
These officers are referred to in this Code as “Audit Officers” or “Audit”.
Where it is necessary to refer specifically to the head of the Statutory Audit Office, the term “Chief Auditor” is used.
114. वैधानिक लेखा-परीक्षा संगठन (Statutory Audit Organisation)
रेलवे लेखों (Railway Accounts) की लेखा-परीक्षा (Audit) से संबंधित सभी मामलों में भारत के नियंत्रक एवं महालेखा परीक्षक (Comptroller and Auditor General of India – C&AG) की सहायता Additional Deputy Comptroller & Auditor General (Railways) द्वारा की जाती है।
उनके अधीन Chief Auditors कार्य करते हैं, जो भारतीय रेलों के लेखों की लेखा-परीक्षा (Audit of the Accounts of the Indian Railways) के लिए उत्तरदायी होते हैं।
इस Code में इन अधिकारियों को “Audit Officers” अथवा “Audit” कहा गया है।
जहाँ Statutory Audit Office के प्रमुख का विशेष रूप से उल्लेख करना आवश्यक होता है, वहाँ “Chief Auditor” शब्द का प्रयोग किया गया है।
115. Responsibility of the Chief Auditors
The responsibility of the Chief Auditors for the audit of accounts is briefly as follows:
(a) It extends, in respect of Expenditure Transactions, to all expenditure incurred in India.
(b) In respect of Receipts, it includes the Receipts of Indian Railways, whether under construction or open to traffic, including receipts relating to manufacturing accounts.
(c) It includes Stores and Stock Accounts to the extent prescribed by the Comptroller and Auditor General of India.
115. मुख्य लेखा-परीक्षकों की जिम्मेदारियाँ (Responsibility of the Chief Auditors)
Chief Auditors की लेखा-परीक्षा (Audit of Accounts) संबंधी जिम्मेदारियाँ संक्षेप में निम्नलिखित हैं—
(a) व्यय संबंधी लेन-देन (Expenditure Transactions) के संबंध में उनकी जिम्मेदारी भारत में किए गए सभी व्ययों की लेखा-परीक्षा तक विस्तृत होती है।
(b) प्राप्तियों (Receipts) के संबंध में उनकी जिम्मेदारी भारतीय रेलों की सभी प्राप्तियों को सम्मिलित करती है, चाहे रेलवे निर्माणाधीन (Under Construction) हो या यातायात के लिए खुली (Open to Traffic) हो। इसमें निर्माण लेखों (Manufacturing Accounts) से संबंधित प्राप्तियाँ भी शामिल हैं।
(c) उनकी जिम्मेदारी भंडार एवं स्टॉक लेखों (Stores and Stock Accounts) तक भी विस्तृत होती है, जितनी सीमा (Extent) भारत के नियंत्रक एवं महालेखा परीक्षक (C&AG) द्वारा निर्धारित की गई हो।
116. Object of Statutory Audit
The Statutory Audit conducted by the Comptroller and Auditor General of India (C&AG) has a three-fold purpose.
Firstly, Accountancy Audit
It is an Accountancy Audit, i.e., to:
- Check the accuracy of arithmetical calculations.
- Ensure that all payments are supported by receipted vouchers.
In this respect, it is similar to the audit conducted by Company Auditors, whose objectives are:
- Detection of fraud.
- Detection of technical errors.
- Detection of errors in principle.
It also assesses the adequacy of the accounting system and the system of Internal Check in the organisation.
Secondly, Appropriation Audit
It is an Appropriation Audit, i.e., to:
- Check the classification of expenditure.
- Ensure that expenditure and receipts have been charged to the proper Heads of Account.
- Ensure that the voted appropriations under those Heads have not been exceeded.
Appropriation Audit is applied as a measure of Parliamentary Control.
Therefore, it has to be full and complete.
Thirdly, Administrative Audit
It is also an Administrative Audit, i.e., Audit of Sanctions, to verify that:
- Expenditure has been incurred according to the prescribed rules and regulations, or
- Where such rules do not exist, the expenditure has been sanctioned by a competent authority.
These objectives are generally achieved by:
- Applying a percentage check to the vouchers and connected accounts records of the Accounts Office.
- Conducting on-the-spot inspection of the initial records and documents in the offices where the transactions originate.
Accounts Officers should provide all facilities to the Audit Officers in the discharge of their audit duties.
116. वैधानिक लेखा-परीक्षा का उद्देश्य (Object of Statutory Audit)
भारत के नियंत्रक एवं महालेखा परीक्षक (Comptroller and Auditor General of India – C&AG) द्वारा की जाने वाली वैधानिक लेखा-परीक्षा (Statutory Audit) के तीन प्रमुख उद्देश्य होते हैं।
प्रथम – लेखांकन लेखा-परीक्षा (Accountancy Audit)
यह लेखांकन लेखा-परीक्षा (Accountancy Audit) होती है, जिसका उद्देश्य है—
- अंकगणितीय गणनाओं (Arithmetical Calculations) की शुद्धता की जाँच करना।
- यह सुनिश्चित करना कि सभी भुगतान (Payments) रसीदयुक्त वाउचरों (Receipted Vouchers) द्वारा समर्थित हों।
इस दृष्टि से यह Company Auditors द्वारा की जाने वाली लेखा-परीक्षा के समान है, जिसके मुख्य उद्देश्य हैं—
- धोखाधड़ी (Fraud) का पता लगाना।
- तकनीकी त्रुटियों (Technical Errors) का पता लगाना।
- सिद्धांत संबंधी त्रुटियों (Errors in Principle) का पता लगाना।
यह संगठन की लेखा प्रणाली (Accounting System) तथा आंतरिक जाँच प्रणाली (Internal Check System) की पर्याप्तता (Adequacy) का भी मूल्यांकन करती है।
द्वितीय – विनियोग लेखा-परीक्षा (Appropriation Audit)
यह विनियोग लेखा-परीक्षा (Appropriation Audit) होती है, जिसका उद्देश्य है—
- व्यय के वर्गीकरण (Classification of Expenditure) की जाँच करना।
- यह सुनिश्चित करना कि व्यय एवं प्राप्तियाँ (Expenditure and Receipts) सही लेखा शीर्षों (Heads of Account) में दर्ज की गई हों।
- यह सुनिश्चित करना कि उन शीर्षों के अंतर्गत स्वीकृत विनियोग (Voted Appropriations) की सीमा से अधिक व्यय न हुआ हो।
Appropriation Audit का उद्देश्य संसदीय नियंत्रण (Parliamentary Control) को प्रभावी बनाना है।
इसलिए यह पूर्ण एवं व्यापक (Full and Complete) होना आवश्यक है।
तृतीय – प्रशासनिक लेखा-परीक्षा (Administrative Audit)
यह प्रशासनिक लेखा-परीक्षा (Administrative Audit) अथवा स्वीकृतियों की लेखा-परीक्षा (Audit of Sanctions) भी होती है, जिसका उद्देश्य यह जाँचना है कि—
- व्यय (Expenditure) निर्धारित नियमों एवं विनियमों (Rules and Regulations) के अनुसार किया गया है, अथवा
- जहाँ ऐसे नियम लागू नहीं हैं, वहाँ व्यय सक्षम प्राधिकारी (Competent Authority) द्वारा विधिवत स्वीकृत (Sanctioned) किया गया है।
इन उद्देश्यों की पूर्ति सामान्यतः निम्न प्रकार से की जाती है—
- Accounts Office के वाउचरों (Vouchers) तथा संबंधित लेखा अभिलेखों (Accounts Records) की प्रतिशत आधारित जाँच (Percentage Check) करके।
- जिन कार्यालयों में लेन-देन प्रारम्भ होते हैं, वहाँ प्रारंभिक अभिलेखों एवं दस्तावेजों (Initial Records and Documents) का स्थल पर निरीक्षण (On-the-Spot Inspection) करके।
लेखा अधिकारियों (Accounts Officers) का कर्तव्य है कि वे Audit Officers को उनके लेखा-परीक्षा कार्य (Audit Duties) के निर्वहन में सभी आवश्यक सुविधाएँ (All Facilities) उपलब्ध कराएँ।
B. OFFICE PROCEDURE
117. Main Divisions of Work
The work in a Railway Accounts Office generally falls under the following main divisions:
- Administration
- Booking and Compilation
- Budget
- Cash and Pay
- Compensation Claims
- Engineering Accounts, including Construction Accounts & Surveys
- Establishment Accounts
- Finance and Planning
- Fuel Accounts
- Inspection (Executive and Accounts Offices)
- Other Expenditure Accounts, including Departmental Catering Accounts
- Provident Fund and Pension
- Stores Accounts and Inventory Control
- Traffic Accounts
- Traffic Costing
- Workshop Accounts
In addition to the above, the Statistical Branch and the Electronic Data Processing Centre (EDP Centre) are under the professional control of the Financial Adviser & Chief Accounts Officer (FA&CAO).
The actual division into branches and sections and the distribution of work among the Accounts Branch Officers is left to the discretion of the Financial Adviser & Chief Accounts Officer, unless there are specific orders to the contrary regarding any particular charge.
The details of work relating to Items 1, 2, 4, 5, 7, 10 to 12 and 14 have been dealt with generally in this Code.
The rules relating to the other items of work have been laid down in the relevant Departmental Codes and/or Manuals.
117. कार्य के मुख्य विभाग (Main Divisions of Work)
रेलवे लेखा कार्यालय (Railway Accounts Office) का कार्य सामान्यतः निम्नलिखित मुख्य विभागों (Main Divisions) में विभाजित होता है—
- प्रशासन (Administration)
- बुकिंग एवं संकलन (Booking and Compilation)
- बजट (Budget)
- नकद एवं वेतन (Cash and Pay)
- क्षतिपूर्ति दावे (Compensation Claims)
- इंजीनियरिंग लेखे (Engineering Accounts), जिनमें निर्माण लेखे (Construction Accounts) एवं सर्वेक्षण (Surveys) शामिल हैं।
- स्थापना लेखे (Establishment Accounts)
- वित्त एवं योजना (Finance and Planning)
- ईंधन लेखे (Fuel Accounts)

शाखाओं एवं अनुभागों (Branches and Sections) का वास्तविक विभाजन तथा Accounts Branch Officers के बीच कार्य का वितरण FA&CAO के विवेक पर निर्भर करता है, जब तक कि किसी विशेष कार्य के संबंध में इसके विपरीत कोई विशेष आदेश (Specific Orders) न हों।
इस Code में क्रम संख्या 1, 2, 4, 5, 7, 10 से 12 तथा 14 से संबंधित कार्यों का सामान्य विवरण दिया गया है।
शेष कार्यों से संबंधित नियम संबंधित विभागीय Codes एवं/अथवा Manuals में निर्धारित किए गए हैं।
118. Office Manuals
Detailed working instructions, in conformity with and subsidiary to the rules contained in this and other Indian Railway Codes, should be laid down in the Office Manuals of each Accounts Office, issued under the authority of the Financial Adviser & Chief Accounts Officer (FA&CAO).
These Office Manuals should be kept up-to-date.
The Office Manuals should also contain:
(a) Detailed rules of procedure for the conduct of business in the Accounts Office.
(b) Orders defining the duties and responsibilities of the supervising staff.
(c) Instructions for:
- Periodical inspection of the registers maintained in each section.
- Test check of a portion of the work done by each clerk once every month (See Para 803).
- Submission of progress reports regarding the state of work in each section.
- Periodical review of all correspondence awaiting disposal.
118. कार्यालय मैनुअल (Office Manuals)
इस तथा अन्य Indian Railway Codes में दिए गए नियमों के अनुरूप और उनके पूरक विस्तृत कार्य-निर्देश (Working Instructions) प्रत्येक Accounts Office के Office Manual में शामिल किए जाने चाहिए। ये Office Manuals, वित्तीय सलाहकार एवं मुख्य लेखा अधिकारी (FA&CAO) के अधिकार से जारी किए जाएँ तथा समय-समय पर अद्यतन (Up-to-date) रखे जाएँ।
Office Manual में निम्नलिखित विषय भी शामिल होने चाहिए—
(a) Accounts Office में कार्य संचालन के लिए विस्तृत कार्यविधि (Rules of Procedure)।
(b) पर्यवेक्षण करने वाले कर्मचारियों (Supervising Staff) के कर्तव्यों एवं उत्तरदायित्वों (Duties and Responsibilities) को निर्धारित करने वाले आदेश (Orders)।
(c) निम्नलिखित के संबंध में निर्देश (Instructions)—
- प्रत्येक अनुभाग में रखे गए रजिस्टरों (Registers) का नियमित निरीक्षण (Periodical Inspection)।
- प्रत्येक लिपिक (Clerk) द्वारा किए गए कार्य के एक भाग की प्रति माह एक बार परीक्षण जाँच (Test Check)। (Para 803 देखें)।
- प्रत्येक अनुभाग के कार्य की स्थिति संबंधी प्रगति प्रतिवेदन (Progress Reports) प्रस्तुत करना।
- निस्तारण की प्रतीक्षा में पड़े सभी पत्राचार (Correspondence) की समय-समय पर समीक्षा (Periodical Review)।
119. Calendar of Returns
Each Section of an Accounts Office should maintain a Calendar of Returns showing:
(i) The due date and the actual date of despatch of reports and returns due from the section.
(ii) The due date and the actual date of submission to the Accounts Officer of all accounts, objection statements, registers, etc.
The Calendar of Returns should be submitted periodically, on the prescribed day, to the Accounts Officer in charge for review.
The result of the review should be placed on record, either in the periodical progress reports or elsewhere.
119. विवरणी कैलेंडर (Calendar of Returns)
Accounts Office के प्रत्येक अनुभाग (Section) में Calendar of Returns रखा जाना चाहिए, जिसमें निम्नलिखित का निर्धारित (Due) एवं वास्तविक (Actual) दिनांक अंकित हो—
(i) अनुभाग द्वारा भेजी जाने वाली रिपोर्टों एवं विवरणियों (Reports and Returns) के भेजे जाने की तिथि (Despatch Date)।
(ii) Accounts Officer को प्रस्तुत किए जाने वाले लेखों (Accounts), आपत्ति विवरणों (Objection Statements), रजिस्टरों (Registers) आदि की प्रस्तुति तिथि (Submission Date)।
यह Calendar of Returns निर्धारित दिवस पर समय-समय पर (Periodically) प्रभारी लेखा अधिकारी (Accounts Officer In-charge) को समीक्षा (Review) के लिए प्रस्तुत किया जाना चाहिए।
समीक्षा का परिणाम (Result of Review) प्रगति प्रतिवेदन (Progress Reports) अथवा अन्य उपयुक्त अभिलेख में दर्ज किया जाना चाहिए।
120. Inspection of Registers of the Accounts Office
The intervals at which the Registers of the Accounts Office are required to be inspected by the Accounts Officer in charge of the concerned section are laid down in Appendix VIII.
Registers, the entries in which are required to be checked and initialled by the Accounts Officers at the time they are made, need not be subjected to a separate periodical inspection.
However, the detailed procedure prescribed in the Office Manuals (See Para 118) for the posting and checking of such registers should ensure their continuous review by the Officer in charge.
120. लेखा कार्यालय के रजिस्टरों का निरीक्षण (Inspection of Registers of the Accounts Office)
Accounts Office के रजिस्टरों (Registers) का संबंधित अनुभाग के प्रभारी लेखा अधिकारी (Accounts Officer) द्वारा किस अंतराल पर निरीक्षण किया जाएगा, इसका विवरण Appendix VIII में दिया गया है।
जिन रजिस्टरों की प्रविष्टियों को दर्ज करते समय ही Accounts Officer द्वारा जाँच (Check) एवं प्रारंभिक हस्ताक्षर (Initial) करना आवश्यक होता है, उन्हें अलग से नियमित निरीक्षण (Separate Periodical Inspection) के लिए प्रस्तुत करने की आवश्यकता नहीं होती।
किन्तु ऐसे रजिस्टरों की प्रविष्टि (Posting) एवं जाँच (Checking) के लिए Office Manual (Para 118 देखें) में निर्धारित विस्तृत प्रक्रिया (Detailed Procedure) ऐसी होनी चाहिए कि प्रभारी अधिकारी (Officer In-charge) द्वारा उनका निरंतर निरीक्षण (Continuous Review) सुनिश्चित हो।
121. Destruction of Records
The destruction of records in an Accounts Office shall be carried out under the orders of the Financial Adviser & Chief Accounts Officer (FA&CAO).
Subject to any orders issued by the Railway Board in a particular case, the various records connected with the accounts shall be preserved for the minimum period prescribed in Appendix IX.
121. अभिलेखों का विनाश (Destruction of Records)
Accounts Office में अभिलेखों के विनाश (Destruction of Records) का कार्य वित्तीय सलाहकार एवं मुख्य लेखा अधिकारी (FA&CAO) के आदेशों (Orders) के अनुसार किया जाएगा।
किसी विशेष मामले में यदि Railway Board द्वारा कोई विशेष आदेश (Orders) जारी किए गए हों, तो उनके अधीन रहते हुए लेखों (Accounts) से संबंधित सभी अभिलेखों (Records) को Appendix IX में निर्धारित न्यूनतम अवधि (Minimum Period) तक सुरक्षित (Preserved) रखा जाएगा।
122. Supply of Books of Reference
Every Accounts Officer, including Probationary Officers, should be supplied with copies of:
- All the Indian Railway Codes in force.
- Other general Books of Reference, such as:
- Constitution of India.
- Introduction to Government Accounts and Audit.
- General Financial Rules (GFR).
- Important Central Statutes, such as the Indian Railways Act.
- Such other Labour Statutes as have not been incorporated in the Establishment Manual issued by the Railway Board.
Every Section Officer (Accounts) and Inspector should be supplied with a copy of the Indian Railway Codes in force.
Similarly, copies of the Office Manuals (See Para 118) should also be supplied to Accounts Officers and Section Officers (Accounts).
The books so supplied shall be treated as personal copies and may be carried by the Officer, Section Officer (Accounts) or Inspector on transfer from one office to another.
They shall be personally responsible for these books and for keeping them corrected and up-to-date.
122. संदर्भ पुस्तकों की आपूर्ति (Supply of Books of Reference)
प्रत्येक Accounts Officer, जिसमें Probationary Officers भी शामिल हैं, को निम्नलिखित की प्रतियाँ उपलब्ध कराई जानी चाहिए—
- प्रचलित सभी Indian Railway Codes।
- अन्य सामान्य संदर्भ पुस्तकें (Books of Reference), जैसे—
- भारत का संविधान (Constitution of India)।
- Introduction to Government Accounts and Audit।
- General Financial Rules (GFR)।
- महत्वपूर्ण केंद्रीय अधिनियम (Central Statutes), जैसे Indian Railways Act।
- ऐसे अन्य श्रम संबंधी अधिनियम (Labour Statutes), जिन्हें Railway Board द्वारा जारी Establishment Manual में सम्मिलित नहीं किया गया है।
प्रत्येक Section Officer (Accounts) तथा Inspector को भी प्रचलित Indian Railway Codes की एक-एक प्रति उपलब्ध कराई जानी चाहिए।
इसी प्रकार Office Manuals (Para 118 देखें) की प्रतियाँ भी Accounts Officers तथा Section Officers (Accounts) को उपलब्ध कराई जानी चाहिए।
इस प्रकार उपलब्ध कराई गई पुस्तकें व्यक्तिगत प्रतियाँ (Personal Copies) मानी जाएँगी तथा अधिकारी, Section Officer (Accounts) अथवा Inspector अपने स्थानांतरण पर उन्हें अपने साथ ले जा सकते हैं।
इन पुस्तकों की सुरक्षा तथा उन्हें संशोधित एवं अद्यतन (Corrected and Up-to-date) रखने की व्यक्तिगत जिम्मेदारी संबंधित अधिकारी की होगी।
123. Supply of Priced Government Publications
Permanent Sub-heads and Clerks, who desire the concession, may be supplied with priced Government Publications, together with the sets of correction slips, at 50 per cent of the cost price.
Of the remaining cost:
- 25 per cent shall be met from the Contingent Grant of the office.
- 25 per cent shall be covered by the discount allowed by the Publishing Departments.
123. मूल्ययुक्त सरकारी प्रकाशनों की आपूर्ति (Supply of Priced Government Publications)
इच्छुक स्थायी Sub-heads एवं Clerks को रियायत के रूप में मूल्ययुक्त सरकारी प्रकाशन (Priced Government Publications) तथा उनके संशोधन पर्चे (Correction Slips) लागत मूल्य (Cost Price) के 50 प्रतिशत पर उपलब्ध कराए जा सकते हैं।
शेष लागत में—
- 25 प्रतिशत कार्यालय के Contingent Grant से वहन किया जाएगा।
- शेष 25 प्रतिशत Publishing Departments द्वारा दिए गए Discount से समायोजित किया जाएगा।
124. Monthly Progress Reports
The position of work in each branch of the Accounts Office should be reported by the Accounts Officer in charge of the branch to the Financial Adviser & Chief Accounts Officer (FA&CAO) through a Monthly Report, by the date prescribed by him.
The Monthly Report should include:
- All items of arrears reflected in the Half-Yearly Arrears Report (See Para 125).
- Other items of importance.
- The action taken for the clearance of arrears.
The Monthly Report should particularly highlight the items of work that are not progressing according to the plan or schedule.
124. मासिक प्रगति प्रतिवेदन (Monthly Progress Reports)
Accounts Office की प्रत्येक शाखा (Branch) के कार्य की स्थिति का मासिक प्रतिवेदन (Monthly Report) संबंधित Accounts Officer द्वारा वित्तीय सलाहकार एवं मुख्य लेखा अधिकारी (FA&CAO) को उनके द्वारा निर्धारित तिथि तक प्रस्तुत किया जाना चाहिए।
Monthly Report में निम्नलिखित का उल्लेख होना चाहिए—
- Half-Yearly Arrears Report (Para 125 देखें) में दर्शित सभी लंबित कार्य (Arrears)।
- अन्य महत्वपूर्ण विषय।
- लंबित कार्यों के निस्तारण (Clearance of Arrears) के लिए की गई कार्रवाई (Action Taken)।
Monthly Report में विशेष रूप से उन कार्य मदों (Items of Work) को उजागर किया जाना चाहिए, जिनकी प्रगति निर्धारित योजना (Plan) अथवा समय-सारिणी (Schedule) के अनुसार नहीं हो रही है।
125. Half-Yearly Arrears Report
The statements showing the arrears of work on 30th June and 31st December in each Railway Accounts Office should be prepared in Form A.125.
These statements should be sent to the Railway Board by:
- 1st August – for the arrears as on 30th June.
- 1st February – for the arrears as on 31st December.
The Half-Yearly Arrears Report should be seen by the General Manager before it is sent to the Railway Board.
125. अर्धवार्षिक लंबित कार्य प्रतिवेदन (Half-Yearly Arrears Report)
प्रत्येक Railway Accounts Office में 30 जून तथा 31 दिसंबर की स्थिति के अनुसार लंबित कार्यों (Arrears of Work) का विवरण Form A.125 में तैयार किया जाना चाहिए।
यह प्रतिवेदन Railway Board को निम्नानुसार भेजा जाना चाहिए—
- 30 जून की स्थिति का प्रतिवेदन 1 अगस्त तक।
- 31 दिसंबर की स्थिति का प्रतिवेदन 1 फरवरी तक।
Half-Yearly Arrears Report को Railway Board को भेजने से पहले General Manager द्वारा देखा जाना आवश्यक है।
126. Register of Valuable and Secret Documents
A manuscript register should be maintained in each Accounts Office showing details of all keys and valuable and secret documents in the personal charge of the Accounts Officer.
At the time of transfer, the relieved Accounts Officer should hand over to his successor all the articles entered in the register and report to his immediate superior that he has done so.
This report should be countersigned by the relieving officer, who should also sign the list in the register in token of having received all the articles specified therein.
126. मूल्यवान एवं गोपनीय दस्तावेजों का रजिस्टर (Register of Valuable and Secret Documents)
प्रत्येक Accounts Office में एक हस्तलिखित रजिस्टर (Manuscript Register) रखा जाना चाहिए, जिसमें Accounts Officer के व्यक्तिगत प्रभार (Personal Charge) में रखी गई सभी चाबियों (Keys) तथा मूल्यवान एवं गोपनीय दस्तावेजों (Valuable and Secret Documents) का विवरण दर्ज हो।
स्थानांतरण (Transfer) के समय कार्यभार छोड़ने वाले Accounts Officer को रजिस्टर में दर्ज सभी वस्तुएँ अपने उत्तराधिकारी (Successor) को सौंपनी चाहिए तथा इसकी सूचना अपने तत्काल वरिष्ठ अधिकारी (Immediate Superior) को देनी चाहिए।
इस सूचना पर कार्यभार ग्रहण करने वाले अधिकारी (Relieving Officer) के प्रतिहस्ताक्षर (Countersign) होने चाहिए तथा वह रजिस्टर में दी गई सूची पर यह प्रमाणित करने हेतु हस्ताक्षर (Sign) करेगा कि उसमें उल्लिखित सभी वस्तुएँ उसे प्राप्त हो गई हैं।
127. Transfer of Charges – Handling Over Notes
When an Accounts Officer is relieved, either permanently or temporarily, of the charge of an office, he should prepare Handling Over Notes for the information and guidance of his successor.
Through these Handling Over Notes, he should bring to the notice of his successor:
- Any important points connected with the working of the office.
- Any pending cases or items of work likely to require special attention or scrutiny.
The relieved officer is expected to place the benefit of his special knowledge and experience of the office at the disposal of his successor so that:
- The successor is not placed at a disadvantage due to lack of knowledge of the office.
- Matters requiring special and personal supervision are properly attended to.
- As far as possible, any break in continuity of procedure or practice is avoided in cases actually under settlement.
127. कार्यभार हस्तांतरण – हैंडिंग ओवर नोट्स (Transfer of Charges – Handling Over Notes)
जब कोई Accounts Officer किसी कार्यालय का कार्यभार स्थायी (Permanently) अथवा अस्थायी (Temporarily) रूप से छोड़ता है, तो उसे अपने उत्तराधिकारी (Successor) के मार्गदर्शन एवं जानकारी के लिए Handling Over Notes तैयार करने चाहिए।
इन Handling Over Notes में उसे निम्नलिखित बातों का उल्लेख करना चाहिए—
- कार्यालय के कार्य संचालन से संबंधित महत्वपूर्ण विषय।
- ऐसे लंबित मामले (Pending Cases) एवं कार्य (Items of Work) जिन पर विशेष ध्यान अथवा जाँच आवश्यक हो सकती है।
कार्यभार छोड़ने वाले अधिकारी का दायित्व है कि वह अपने विशेष ज्ञान एवं अनुभव (Special Knowledge and Experience) का लाभ अपने उत्तराधिकारी को उपलब्ध कराए, ताकि—
- कार्यालय की स्थिति की जानकारी के अभाव में उसे किसी प्रकार की कठिनाई न हो।
- जिन मामलों में विशेष एवं व्यक्तिगत पर्यवेक्षण (Special and Personal Supervision) आवश्यक है, उन पर उचित ध्यान दिया जा सके।
- निस्तारणाधीन मामलों में कार्यप्रणाली (Procedure) अथवा व्यवहार (Practice) की निरंतरता यथासंभव बनी रहे।
128. Submission of Handling Over Notes
The Handling Over Notes should be handed over to the relieving officer, who should submit a copy thereof, together with the advice of his having assumed charge, to his immediate superior.
It is the duty of the relieving officer:
- To make a preliminary examination of the matters mentioned in the Handling Over Notes at the time of taking charge.
- Within three months, to submit a report to his immediate superior regarding the action taken.
Any omission or incorrectness noticed in the Handling Over Notes should also be reported by the relieving officer to his immediate superior within three months.
128. हैंडिंग ओवर नोट्स का प्रस्तुतिकरण (Submission of Handling Over Notes)
Handling Over Notes को कार्यभार ग्रहण करने वाले अधिकारी (Relieving Officer) को सौंपा जाना चाहिए।
कार्यभार ग्रहण करने वाला अधिकारी कार्यभार ग्रहण करने की सूचना (Advice of Having Assumed Charge) के साथ उसकी एक प्रति अपने तत्काल वरिष्ठ अधिकारी (Immediate Superior) को भेजेगा।
Relieving Officer का कर्तव्य है कि—
- कार्यभार ग्रहण करते समय Handling Over Notes में उल्लिखित विषयों की प्रारंभिक जाँच (Preliminary Examination) करे।
- तीन माह (Three Months) के भीतर उन पर की गई कार्रवाई (Action Taken) की रिपोर्ट अपने तत्काल वरिष्ठ अधिकारी को प्रस्तुत करे।
यदि Handling Over Notes में कोई त्रुटि (Incorrectness) अथवा छूट (Omission) पाई जाती है, तो उसकी सूचना भी Relieving Officer द्वारा तीन माह के भीतर अपने तत्काल वरिष्ठ अधिकारी को दी जानी चाहिए।
129. General List of Important Items of Work
A general list of important items of work to be attended by the Officers of the Accounts Department on being posted to a working post or a new charge is given in Appendix II.
All Branch Officers, including Assistant Accounts Officers Class-II, should carefully study the list of items requiring their personal attention.
129. महत्वपूर्ण कार्यों की सामान्य सूची (General List of Important Items of Work)
Accounts Department के अधिकारियों द्वारा किसी कार्यकारी पद (Working Post) अथवा नए प्रभार (New Charge) पर पदस्थापित होने पर किए जाने वाले महत्वपूर्ण कार्यों की सामान्य सूची (General List) Appendix II में दी गई है।
सभी Branch Officers, जिनमें Assistant Accounts Officers Class-II भी शामिल हैं, को उन कार्यों की सूची का सावधानीपूर्वक अध्ययन करना चाहिए जिन पर उनका व्यक्तिगत ध्यान (Personal Attention) आवश्यक है।
130. Monthly Demi-Official Letter to Financial Commissioner
The Financial Advisers & Chief Accounts Officers (FA&CAOs) should send Monthly Demi-Official Reports to the Financial Commissioner, Railways by the 15th of the following month.
These reports should deal with budgetary aspects and also cover other important matters such as:
- Leakage of Revenue.
- Steps taken to improve earnings.
- Economy in expenditure.
- Inventory Control.
- Progress of Works.
- Improvement in Internal Check and Inspection.
The format of the report shall be as prescribed by the Railway Board from time to time.
The FA&CAOs may also include in these Demi-Official Letters any other matters of special importance which they consider should be brought to the notice of the Financial Commissioner.
The Demi-Official Report should be shown to the General Manager after issue.
130. वित्तीय आयुक्त को मासिक अर्ध-शासकीय पत्र (Monthly Demi-Official Letter to Financial Commissioner)
वित्तीय सलाहकार एवं मुख्य लेखा अधिकारी (FA&CAOs) को प्रत्येक माह के अगले महीने की 15 तारीख तक Financial Commissioner, Railways को Monthly Demi-Official Report भेजनी चाहिए।
इस रिपोर्ट में बजट संबंधी विषयों (Budgetary Aspects) के साथ-साथ निम्नलिखित महत्वपूर्ण विषय भी शामिल होने चाहिए -
- राजस्व की हानि (Leakage of Revenue)
- आय बढ़ाने के लिए उठाए गए कदम (Steps Taken to Improve Earnings)
- व्यय में मितव्ययिता (Economy in Expenditure)
- भंडार नियंत्रण (Inventory Control)
- कार्यों की प्रगति (Progress of Works)
- आंतरिक जाँच एवं निरीक्षण (Internal Check and Inspection) में सुधार
इस रिपोर्ट का प्रारूप (Format) समय-समय पर Railway Board द्वारा निर्धारित किया जाएगा।
FA&CAOs आवश्यकता अनुसार इन Demi-Official Letters में ऐसे अन्य विशेष महत्व के विषय (Matters of Special Importance) भी शामिल कर सकते हैं, जिन्हें वे Financial Commissioner के संज्ञान में लाना उचित समझें।
Demi-Official Report जारी होने के बाद इसे General Manager को भी दिखाया जाना चाहिए।
CHAPTER II (STRUCTURE OF RAILWAY ACCOUNTS)
201. Commercial and Government Accounts
The financial transactions of a commercial concern should be recorded in such a way as to show how its capital has been utilised, how it stands in relation to its debtors and creditors, whether it is gaining or losing, what the sources of its gains or losses are, and whether it is solvent or insolvent.
The main requirement of Government Accounting, on the other hand, is that a systematic record of all receipts and expenditure, classified under appropriate headings, should be available.
The Government-owned Railways in India are a Departmental Commercial Enterprise. Railway Accounts should, therefore, not only secure the essential requirements of Commercial Accounting but also conform to the practices of Government Accounting.
This objective is achieved by keeping the accounts of the Railways on a commercial basis outside the regular Government Account and by maintaining a link between the two to show:
- How much is coming into Government Revenues through the Railways.
- How much is spent by the Government, whether as Capital or Revenue Expenditure, in carrying on the activities of the Railways.
201. वाणिज्यिक एवं सरकारी लेखे (Commercial and Government Accounts)
किसी वाणिज्यिक संस्था (Commercial Concern) के वित्तीय लेन-देन इस प्रकार दर्ज किए जाने चाहिए कि उनसे यह स्पष्ट हो सके कि उसकी पूँजी (Capital) का उपयोग किस प्रकार किया गया है, देनदारों एवं लेनदारों (Debtors and Creditors) के संबंध में उसकी स्थिति क्या है, उसे लाभ हो रहा है या हानि, उसके लाभ या हानि के स्रोत क्या हैं तथा वह ऋणशोधनक्षम या दिवालिया (Solvent or Insolvent) है।
दूसरी ओर, सरकारी लेखांकन (Government Accounting) की मुख्य आवश्यकता यह है कि सभी प्राप्तियों एवं व्यय (Receipts and Expenditure) का उचित शीर्षों के अंतर्गत व्यवस्थित अभिलेख (Systematic Record) उपलब्ध हो।
भारत में सरकार के स्वामित्व वाली रेलवे एक विभागीय वाणिज्यिक उपक्रम (Departmental Commercial Enterprise) है। इसलिए Railway Accounts को Commercial Accounting की आवश्यकताओं को पूरा करने के साथ-साथ Government Accounting की पद्धतियों के अनुरूप भी होना चाहिए।
यह उद्देश्य रेलवे के लेखों को नियमित सरकारी लेखों से अलग वाणिज्यिक आधार (Commercial Basis) पर रखकर तथा दोनों के बीच संबंध (Link) बनाए रखकर प्राप्त किया जाता है, जिससे यह पता चलता है कि—
- रेलवे के माध्यम से सरकारी राजस्व में कितनी राशि प्राप्त हो रही है।
- रेलवे की गतिविधियों के संचालन पर सरकार द्वारा Capital या Revenue Expenditure के रूप में कितनी राशि खर्च की जा रही है।
202. Capital and Revenue Accounts
The accounts of a Railway presented in such a form as to facilitate a review of the finances of the Railway as a commercial undertaking are known as “Capital and Revenue Accounts”.
The Capital and Revenue Accounts of a Railway are compiled every year (See Chapter VII) and included in the Annual Report of the Railway.
The various processes of accounting followed in Railway Accounts Offices ultimately lead to the preparation of these accounts.
202. पूँजी एवं राजस्व लेखे (Capital and Revenue Accounts)
रेलवे के लेखों को जब ऐसे स्वरूप में प्रस्तुत किया जाता है जिससे एक वाणिज्यिक उपक्रम (Commercial Undertaking) के रूप में रेलवे की वित्तीय स्थिति की समीक्षा की जा सके, तो उन्हें “Capital and Revenue Accounts” कहा जाता है।
रेलवे के Capital and Revenue Accounts प्रत्येक वर्ष तैयार (Compiled Every Year) किए जाते हैं (Chapter VII देखें) तथा इन्हें रेलवे की Annual Report में सम्मिलित किया जाता है।
Railway Accounts Offices में अपनाई जाने वाली विभिन्न लेखांकन प्रक्रियाएँ (Processes of Accounting) अंततः इन Capital and Revenue Accounts की तैयारी की ओर ले जाती हैं।
203. Capital and Revenue Transactions
The financial results of the working of a Railway cannot be adequately assessed unless separate accounts are maintained for Capital Transactions and Revenue Transactions.
Capital Transactions are broadly those relating to the acquisition of concrete assets.
Revenue Transactions are those relating to the working of the Railways, including both earnings and working expenses.
The expenditure incurred on acquiring concrete assets in connection with the following is accounted for separately:
- Unremunerative Projects
- Amenities to Passengers and other Railway Users
- Amenities to Staff
- Safety Works
These works are financed from:
- Development Fund (DF)
- Accident Compensation, Safety and Passenger Amenities Fund (ACSPAF)
- Revenue (Open Line Works–Revenue)
The expenditure on Renewals and Replacements of Railway Assets is financed from the Depreciation Reserve Fund (DRF) and is accounted for accordingly.
The detailed rules for the classification of transactions under Capital, Revenue, Depreciation Reserve Fund, Development Fund, Accident Compensation, Safety and Passenger Amenities Fund, and Revenue (Open Line Works–Revenue) are prescribed in Chapter VII of the Indian Railway Financial Code, Volume I.
203. पूँजी एवं राजस्व लेन-देन (Capital and Revenue Transactions)
रेलवे के संचालन के वित्तीय परिणामों (Financial Results) का सही आकलन तभी संभव है जब Capital Transactions और Revenue Transactions के अलग-अलग लेखे (Separate Accounts) रखे जाएँ।
Capital Transactions वे लेन-देन हैं, जो स्थायी/ठोस परिसंपत्तियों (Concrete Assets) के अधिग्रहण (Acquisition) से संबंधित होते हैं।
Revenue Transactions वे लेन-देन हैं, जो रेलवे के संचालन (Working of the Railways) से संबंधित होते हैं तथा इनमें आय (Earnings) और कार्यकारी व्यय (Working Expenses) दोनों शामिल होते हैं।
निम्नलिखित कार्यों के लिए ठोस परिसंपत्तियों के अधिग्रहण पर होने वाले व्यय का अलग लेखा (Separate Accounting) रखा जाता है—
- अलाभकारी परियोजनाएँ (Unremunerative Projects)
- यात्रियों एवं अन्य रेलवे उपयोगकर्ताओं की सुविधाएँ (Amenities to Passengers and other Railway Users)
- कर्मचारियों की सुविधाएँ (Amenities to Staff)
- संरक्षा कार्य (Safety Works)
इन कार्यों का वित्तपोषण निम्नलिखित स्रोतों से किया जाता है—
- Development Fund (DF)
- Accident Compensation, Safety and Passenger Amenities Fund (ACSPAF)
- Revenue (Open Line Works–Revenue)

Capital, Revenue, Depreciation Reserve Fund, Development Fund, Accident Compensation, Safety and Passenger Amenities Fund तथा Revenue (Open Line Works–Revenue) के अंतर्गत लेन-देन के वर्गीकरण (Classification) से संबंधित विस्तृत नियम Indian Railway Financial Code, Volume I के Chapter VII में दिए गए हैं।
204. Expenditure of a Capital Nature and Block Account
Expenditure of a capital nature incurred on Railway assets is classified under the following heads:
- Capital
- Depreciation Reserve Fund (DRF)
- Development Fund (DF)
- Accident Compensation, Safety and Passenger Amenities Fund
- Revenue (Open Line Works–Revenue)
To present an overall picture of the expenditure of a capital nature incurred by the Railways, as distinguished from expenditure actually charged to Capital (Loan Account), a separate account known as the Block Account is compiled.
The Block Account exhibits the entire expenditure of a capital nature, irrespective of the Head of Account to which such expenditure has actually been charged. (See Para 428 of the Indian Railway Financial Code.)
The Loan Account, on the other hand, shows only the extent of expenditure actually charged to Capital.
204. पूँजीगत प्रकृति का व्यय एवं ब्लॉक अकाउंट (Expenditure of a Capital Nature and Block Account)
रेलवे परिसंपत्तियों पर किए गए पूँजीगत प्रकृति के व्यय (Expenditure of a Capital Nature) को निम्नलिखित शीर्षों के अंतर्गत वर्गीकृत किया जाता है—
- Capital
- Depreciation Reserve Fund (DRF)
- Development Fund (DF)
- Accident Compensation, Safety and Passenger Amenities Fund
- Revenue (Open Line Works–Revenue)
रेलवे द्वारा किए गए समस्त पूँजीगत प्रकृति के व्यय का समग्र चित्र प्रस्तुत करने तथा इसे वास्तव में Capital (Loan Account) पर प्रभारित व्यय से अलग दर्शाने के लिए एक अलग खाता तैयार किया जाता है, जिसे Block Account कहा जाता है।
Block Account में पूँजीगत प्रकृति का संपूर्ण व्यय दिखाया जाता है, चाहे वह वास्तव में किसी भी Head of Account में प्रभारित किया गया हो। (Indian Railway Financial Code के Para 428 देखें।)
इसके विपरीत, Loan Account में केवल उतना ही व्यय दिखाया जाता है, जितना वास्तव में Capital पर प्रभारित किया गया हो।
205. Government Accounts
The accounts maintained in accordance with the requirements of Government Accounts are collectively termed the “Finance Accounts.”
The Finance Accounts of a Railway are compiled annually.
Their purpose is to present, in a condensed form, the various transactions brought to account in the books of the Railway, duly classified according to the Heads of Account prescribed for Government Accounting. (See Chapter VII.)
205. सरकारी लेखे (Government Accounts)
Government Accounts की आवश्यकताओं के अनुसार रखे जाने वाले लेखों को सामूहिक रूप से “Finance Accounts” कहा जाता है।
रेलवे के Finance Accounts को प्रत्येक वर्ष (Annually) संकलित किया जाता है।
इनका उद्देश्य रेलवे की लेखा पुस्तकों (Books of the Railway) में दर्ज विभिन्न लेन-देन को संक्षिप्त रूप (Condensed Form) में प्रस्तुत करना है।
इन लेन-देन को Government Accounting के लिए निर्धारित Heads of Account के अनुसार उचित रूप से वर्गीकृत (Classified) किया जाता है। (Chapter VII देखें।)
206. Consolidated Fund of India and Public Account of India
According to Article 266 of the Constitution of India, the Central Government has a Consolidated Fund called the “Consolidated Fund of India.”
The following are credited into the Consolidated Fund of India:
- All revenues received by the Central Government.
- In the case of Railways, Traffic Earnings are the main source of income.
- Loans raised by the Government through the issue of Treasury Bills, loans or Ways and Means Advances.
- Money received by the Government in repayment of loans.
All expenditure of the Central Government is met from the Consolidated Fund of India, when such expenditure is authorised by Parliament in accordance with law.
The Central Government also has a Public Account called the “Public Account of India.”
All other public moneys received by or on behalf of the Government are credited to the Public Account of India, and disbursements from it are made according to the prescribed rules.
The procedure regarding:
- Payment into the Consolidated Fund and Public Account.
- Withdrawal, transfer or disbursement of money from them.
- Custody of money standing in the Fund and Account.
is regulated by law made by Parliament and, pending such legislation, by the rules made by the President under Article 283 of the Constitution
206. भारत की संचित निधि एवं लोक लेखा (Consolidated Fund of India and Public Account of India)
भारत के संविधान के अनुच्छेद 266 (Article 266) के अनुसार, केंद्र सरकार की एक संचित निधि होती है, जिसे “भारत की संचित निधि (Consolidated Fund of India)” कहा जाता है।
Consolidated Fund of India में निम्नलिखित राशियाँ जमा की जाती हैं—
- केंद्र सरकार द्वारा प्राप्त सभी राजस्व (Revenues)
- रेलवे के मामले में Traffic Earnings आय का मुख्य स्रोत हैं।
- सरकार द्वारा Treasury Bills, Loans या Ways and Means Advances के माध्यम से लिए गए ऋण।
- सरकार द्वारा दिए गए ऋणों की वापसी (Repayment of Loans) में प्राप्त धनराशि।
केंद्र सरकार के सभी व्यय (Expenditure), जब वे कानून के अनुसार संसद द्वारा अधिकृत (Authorised by Parliament) हों, Consolidated Fund of India से पूरे किए जाते हैं।
केंद्र सरकार का एक लोक लेखा (Public Account) भी होता है, जिसे “Public Account of India” कहा जाता है।
सरकार द्वारा या सरकार की ओर से प्राप्त अन्य सभी सार्वजनिक धनराशियाँ (Other Public Moneys) Public Account of India में जमा की जाती हैं तथा इसमें से भुगतान निर्धारित नियमों (Prescribed Rules) के अनुसार किए जाते हैं।
Consolidated Fund और Public Account में—
- धनराशि जमा करने (Payment into),
- धनराशि के आहरण, हस्तांतरण या संवितरण (Withdrawal, Transfer or Disbursement), तथा
- इनमें जमा धनराशि की अभिरक्षा (Custody)
से संबंधित प्रक्रिया संसद द्वारा बनाए गए कानून द्वारा विनियमित होती है और ऐसा कानून बनने तक यह प्रक्रिया संविधान के अनुच्छेद 283 (Article 283) के अंतर्गत राष्ट्रपति द्वारा बनाए गए नियमों से विनियमित होती है।
207. Contingency Fund of India
As authorised under Article 267 of the Constitution of India, the Central Government has a Contingency Fund known as the “Contingency Fund of India.”
This Fund is placed at the disposal of the President of India to enable him to make advances for meeting unforeseen expenditure, pending authorization of such expenditure by Parliament under Article 115 or Article 116.
The procedure regarding the custody of the Fund, payment of money into the Fund, and withdrawal of money from the Fund is regulated by law made by Parliament.
The procedure for granting advances to meet unforeseen expenditure of Railways is prescribed in Paragraph 382 of the Indian Railway Financial Code.
Note: Although the transactions of the Railway Ministry form part of the Consolidated Fund of India, Contingency Fund of India, and Public Account of India, they are accounted for in the “Railway Fund”, which has been created proforma in the books of the Reserve Bank of India.
207. भारत की आकस्मिकता निधि (Contingency Fund of India)
भारत के संविधान के अनुच्छेद 267 (Article 267) के अंतर्गत केंद्र सरकार की एक आकस्मिकता निधि होती है, जिसे “भारत की आकस्मिकता निधि (Contingency Fund of India)” कहा जाता है।
यह निधि भारत के राष्ट्रपति (President of India) के नियंत्रण में रहती है, ताकि अप्रत्याशित व्यय (Unforeseen Expenditure) को पूरा करने के लिए अग्रिम राशि दी जा सके, जब तक कि ऐसे व्यय को अनुच्छेद 115 या अनुच्छेद 116 के अंतर्गत संसद (Parliament) द्वारा अधिकृत नहीं कर दिया जाता।
इस निधि की अभिरक्षा (Custody), इसमें धनराशि जमा करने तथा इसमें से धनराशि निकालने (Withdrawal) की प्रक्रिया संसद द्वारा बनाए गए कानून द्वारा विनियमित होती है।
रेलवे के अप्रत्याशित व्यय को पूरा करने के लिए अग्रिम राशि (Advances) प्रदान करने की प्रक्रिया Indian Railway Financial Code के Paragraph 382 में निर्धारित की गई है।
Note: यद्यपि Railway Ministry के लेन-देन Consolidated Fund of India, Contingency Fund of India तथा Public Account of India का हिस्सा होते हैं, फिर भी उनका लेखांकन “Railway Fund” में किया जाता है, जिसे Reserve Bank of India (RBI) की पुस्तकों में Proforma रूप से बनाया गया है।
208. Classification in Government Accounts
The Government Accounts are kept in the following three parts:
- Part I – Consolidated Fund of India
- Part II – Contingency Fund of India
- Part III – Public Account of India
(a) Consolidated Fund of India
In this part of the Account, there are three main divisions, namely:
- Revenue
- Capital
- Debt – comprising Public Debt and Loans and Advances
The Revenue Division deals with the proceeds of taxation and other receipts classified as Revenue and the expenditure therefrom. In the case of the Railways, Traffic Earnings are the main source of Revenue.
The Capital Division deals with expenditure incurred with the object of increasing assets of a material character (See Para 203) and also with receipts intended to be applied as a set-off to Capital Expenditure.
The Debt Division, so far as Railway Accounts are concerned, comprises Loans and Advances made by the Government, together with the repayments of Loans and recoveries of Advances.
(b) Contingency Fund of India
In this part are recorded the transactions connected with the Contingency Fund set up by the Government of India under Article 267 of the Constitution of India.
(c) Public Account of India
The Public Account of India has two main divisions, namely:
- Debt (other than those included in Part I) and Deposits
- Remittances
The first division comprises receipts and payments, other than those falling under the Debt Heads of Part I, in respect of which the Government either incurs a liability to repay the money received or has a claim to recover the amount paid, together with the repayments of the former and recoveries of the latter.
Examples include Contributory/Non-Contributory Provident Fund Accounts, Staff Benefit Fund, and all Railway Funds, such as the Development Fund and Depreciation Reserve Fund, etc.
The second division, Remittances, comprises all Adjusting Heads, such as transfers between different Accounting Circles. These relate to transactions which appear initially in the books of one Accounts Officer but are finally transferred to the books of another Accounts Officer.
208. सरकारी लेखों का वर्गीकरण (Classification in Government Accounts)
Government Accounts को निम्नलिखित तीन भागों में रखा जाता है—
- Part I – Consolidated Fund of India (भारत की संचित निधि)
- Part II – Contingency Fund of India (भारत की आकस्मिकता निधि)
- Part III – Public Account of India (भारत का लोक लेखा)
(a) Consolidated Fund of India – भारत की संचित निधि
इस भाग में तीन मुख्य प्रभाग (Main Divisions) होते हैं—
- Revenue (राजस्व)
- Capital (पूँजी)
- Debt (ऋण) – जिसमें Public Debt तथा Loans and Advances शामिल हैं।
Revenue Division में कराधान से प्राप्त आय (Proceeds of Taxation) तथा Revenue के रूप में वर्गीकृत अन्य प्राप्तियों (Receipts) और उनसे किए जाने वाले व्यय (Expenditure) का लेखा रखा जाता है। रेलवे के मामले में Traffic Earnings, Revenue का मुख्य स्रोत हैं।
Capital Division में भौतिक स्वरूप की परिसंपत्तियों (Assets of a Material Character) में वृद्धि करने के उद्देश्य से किए गए व्यय (Para 203 देखें) तथा Capital Expenditure के विरुद्ध समायोजित की जाने वाली प्राप्तियों का लेखा रखा जाता है।
Debt Division में, Railway Accounts के संदर्भ में, सरकार द्वारा दिए गए Loans and Advances तथा Loans की Repayments और Advances की Recoveries शामिल होती हैं।
(b) Contingency Fund of India – भारत की आकस्मिकता निधि
इस भाग में भारत सरकार द्वारा संविधान के Article 267 के अंतर्गत स्थापित Contingency Fund of India से संबंधित सभी Transactions दर्ज किए जाते हैं।
(c) Public Account of India – भारत का लोक लेखा
Public Account of India में दो मुख्य प्रभाग होते हैं—
- Debt (Part I में शामिल Debt को छोड़कर) and Deposits
- Remittances
पहले प्रभाग में Part I के Debt Heads के अंतर्गत आने वाले लेन-देन को छोड़कर ऐसे Receipts and Payments शामिल होते हैं, जिनमें सरकार को प्राप्त धनराशि वापस करने की देयता (Liability to Repay) होती है अथवा सरकार को भुगतान की गई राशि वापस वसूल करने का अधिकार (Claim to Recover) होता है। इसमें ऐसी राशियों की Repayments और Recoveries भी शामिल होती हैं।
इसके उदाहरण हैं—Contributory/Non-Contributory Provident Fund Accounts, Staff Benefit Fund तथा सभी Railway Funds, जैसे Development Fund, Depreciation Reserve Fund, आदि।
दूसरे प्रभाग अर्थात् Remittances में सभी Adjusting Heads शामिल होते हैं, जैसे विभिन्न Accounting Circles के बीच Transfers। इसमें कोई Transaction प्रारंभ में एक Accounts Officer की Books में दर्ज होता है, लेकिन अंततः उसे दूसरे Accounts Officer की Books में Transfer कर दिया जाता है।
209. Extra-Railway Transactions
Besides the transactions mentioned in the preceding paragraph, there are certain other transactions which, for convenience, are adjusted in the books of Railway Accounts Offices, although they do not relate to the Revenue or Expenditure of Railways.
For example: 216 – Audit – Railway Audit Offices
Such transactions are known as Extra-Railway Transactions.
209. रेलवे से इतर लेन-देन (Extra-Railway Transactions)
पिछले पैराग्राफ में उल्लिखित लेन-देन के अतिरिक्त कुछ अन्य लेन-देन (Other Transactions) भी होते हैं, जिन्हें सुविधा की दृष्टि से Railway Accounts Offices की Books में समायोजित किया जाता है, यद्यपि वे रेलवे के Revenue या Expenditure से संबंधित नहीं होते हैं।
उदाहरण: 216 – Audit – Railway Audit Offices
ऐसे लेन-देन को Extra-Railway Transactions कहा जाता है।
210. Division by Heads of Accounts
Within each of the divisions mentioned in Paragraph 208, transactions are grouped into Sections, which are further sub-divided into Major Heads of Account.
The main unit of classification is the Major Head, and each Major Head is allotted a distinct Code Number.
Under some Major Heads, there are Sub-Major Heads.
The hierarchy of classification is:
Major Head → Sub-Major Head → Minor Head → Sub-Head → Detailed Head
The Major Heads and Minor Heads of Account relating to:
- Railway Revenue
- Capital
- Debt and Deposits
- Remittance Transactions
- Other Central Transactions which do not pertain to Railways but are adjusted in Railway Books
are given in Appendix IV of this Code.
210. लेखा शीर्षों द्वारा विभाजन (Division by Heads of Accounts)
Paragraph 208 में उल्लिखित प्रत्येक Division के अंतर्गत लेन-देन को Sections में वर्गीकृत किया जाता है और इन Sections को आगे Major Heads of Account में विभाजित किया जाता है।
लेखा वर्गीकरण की मुख्य इकाई Major Head है और प्रत्येक Major Head को एक अलग Code Number आवंटित किया गया है।
कुछ Major Heads के अंतर्गत Sub-Major Heads भी होते हैं।
लेखा वर्गीकरण का क्रम इस प्रकार है—
Major Head → Sub-Major Head → Minor Head → Sub-Head → Detailed Head
निम्नलिखित से संबंधित Major और Minor Heads of Account इस Code के Appendix IV में दिए गए हैं—
- Railway Revenue
- Capital
- Debt and Deposits
- Remittance Transactions
- ऐसे अन्य Central Transactions, जो Railway से संबंधित नहीं होते, लेकिन Railway Books में समायोजित किए जाते हैं।
211. “Commercial” and “Strategic” Transactions
Revenue and Capital transactions are further classified as “Commercial” and “Strategic” according to the class of section of the Railway line to which they relate.
A similar classification into Commercial and Strategic is also followed in respect of Depreciation Reserve Fund (DRF) transactions.
The Strategic Railway Lines are as follows:
- Pathankot–Mukerian — Northern Railway
- Rangapara North Lakhimpur–Murkongselek — Northeast Frontier Railway
- Siliguri–Jogighopa, including BG conversion of Siliguri–Haldibari — Northeast Frontier Railway
- Jaisalmer–Pokaran — North Western Railway
- Bhatinda–Suratgarh — North Western Railway
- Bhuj–Naliya — Western Railway

211. “वाणिज्यिक” एवं “सामरिक” लेन-देन (Commercial and Strategic Transactions)
Revenue और Capital Transactions को उस Railway Line के Section की श्रेणी के अनुसार, जिससे वे संबंधित हैं, आगे “Commercial” (वाणिज्यिक) और “Strategic” (सामरिक) में वर्गीकृत किया जाता है।
इसी प्रकार का Commercial और Strategic वर्गीकरण Depreciation Reserve Fund (DRF) Transactions के संबंध में भी किया जाता है।
Strategic Railway Lines की सूची निम्नलिखित है—
- Pathankot–Mukerian — Northern Railway
- Rangapara North Lakhimpur–Murkongselek — Northeast Frontier Railway
- Siliguri–Jogighopa, जिसमें Siliguri–Haldibari का BG Conversion भी शामिल है — Northeast Frontier Railway

212. Distribution of Working Expenses between Commercial and Strategic Sections
(1) Subject to the detailed instructions prescribed with the approval of the Comptroller and Auditor General of India (CAG), the Working Expenses of a Railway should be distributed between its Commercial and Strategic Sections.
Where the actual expenses relating to Commercial and Strategic Sections can be ascertained, they should be charged directly to the respective section.
The remaining expenses, which cannot be directly identified, should be apportioned between Commercial and Strategic Sections on the following basis:
(a) Engineering Expenses — In proportion to Engine Track Kilometrage.
(b) Locomotive Expenses — In proportion to Engine Kilometrage.
(c) Carriage and Wagon Expenses — In proportion to Vehicle Kilometrage.
(d) Traffic Expenses — In proportion to Train Kilometrage.
(e) Electrical, Signal and Telecommunication Expenses — On the basis prescribed for the Department to which the service is rendered, as given in clauses (a) to (d) above.
For Electrical and Signal Workshops:
- Half of the expenditure is apportioned on the basis of Engine Kilometres.
- The other half is apportioned in proportion to Wagon/Vehicle Kilometres.
(f) Expenses of Other Departments — In proportion to Gross Tonne Kilometrage.
(2) Distribution of Stores Balances
The Stores Balances of the Railway should be distributed between “Commercial” and “Strategic” Sections on the basis of the average issues of Stores to Commercial and Strategic Sections during the preceding three years.
This distribution should be shown in the Schedule of Expenditure (A-331) accompanying the Monthly Capital Accounts.
212. Commercial एवं Strategic Sections के बीच Working Expenses का वितरण
(1) Comptroller and Auditor General of India (CAG) की स्वीकृति से निर्धारित विस्तृत निर्देशों के अधीन, Railway के Working Expenses को Commercial और Strategic Sections के बीच वितरित किया जाना चाहिए।
जहाँ Commercial और Strategic Sections से संबंधित वास्तविक व्यय (Actual Expenses) का अलग-अलग निर्धारण किया जा सकता है, वहाँ उस व्यय को सीधे संबंधित Section में Charge किया जाना चाहिए।
जिन शेष व्ययों का सीधे निर्धारण नहीं किया जा सकता, उनका Commercial और Strategic Sections के बीच निम्नलिखित आधार पर विभाजन किया जाएगा—
(a) Engineering Expenses — Engine Track Kilometrage के अनुपात में।
(b) Locomotive Expenses — Engine Kilometrage के अनुपात में।
(c) Carriage and Wagon Expenses — Vehicle Kilometrage के अनुपात में।
(d) Traffic Expenses — Train Kilometrage के अनुपात में।
(e) Electrical, Signal and Telecommunication Expenses — जिस Department को Service प्रदान की गई है, उसके लिए ऊपर (a) से (d) में निर्धारित आधार के अनुसार।
Electrical और Signal Workshops के मामले में—
- आधा व्यय (50%) — Engine Kilometres के आधार पर।
- शेष आधा व्यय (50%) — Wagon/Vehicle Kilometres के अनुपात में।
(f) Other Departments के Expenses — Gross Tonne Kilometrage के अनुपात में।
(2) Stores Balances का वितरण
Railway के Stores Balances को “Commercial” और “Strategic” Sections के बीच पिछले तीन वर्षों (Preceding Three Years) के दौरान दोनों Sections को किए गए औसत Stores Issues (Average Issues of Stores) के आधार पर वितरित किया जाना चाहिए।
यह वितरण Monthly Capital Accounts के साथ संलग्न Schedule of Expenditure (A-331) में दिखाया जाना चाहिए।
213. Exhibition of Recoveries of Expenditure in Government Accounts
The general rules regulating the exhibition of recoveries of expenditure in Government Accounts are given in Appendix V of this Code.
Subject to the detailed instructions contained in this Code and other Indian Railway Codes, these rules should be followed while classifying recoveries.
Note (1): Recoveries relating to over-payments made in the previous year should be recorded as “Earnings” under Z-650 – Other Unclassified Receipts.
However, the following are excluded from this treatment:
- Over-payments relating to Works-in-Progress, i.e. works whose accounts are still open.
- Stores Accounts.
- Other Suspense Accounts.
Further, an over-payment arising due to the difference between actual and assumed attendance, when recovered, should be adjusted as a reduction of expenditure, even if the recovery is made in a subsequent year.
Note (2): A credit up to Rs. 10,000 relating to works whose accounts have already been closed should also be treated as “Earnings”.
213. सरकारी लेखों में व्यय की वसूली का प्रदर्शन (Exhibition of Recoveries of Expenditure in Government Accounts)
Government Accounts में व्यय की वसूली (Recoveries of Expenditure) को प्रदर्शित करने से संबंधित सामान्य नियम इस Code के Appendix V में दिए गए हैं।
इस Code तथा अन्य Indian Railway Codes में दिए गए विस्तृत निर्देशों के अधीन, Recoveries का Classification करते समय इन नियमों का पालन किया जाना चाहिए।
टिप्पणी (1): पिछले वर्ष में किए गए अधिक भुगतान (Over-payment) की वसूली को “Earnings” के रूप में Z-650 – Other Unclassified Receipts के अंतर्गत दर्ज किया जाना चाहिए।
लेकिन निम्नलिखित इससे अपवाद हैं—
- Works-in-Progress, अर्थात् ऐसे Works जिनके Accounts अभी खुले हैं, से संबंधित Over-payment।
- Stores Accounts से संबंधित Over-payment।
- अन्य Suspense Accounts से संबंधित Over-payment।
इसके अतिरिक्त, Actual और Assumed Attendance के अंतर के कारण हुए Over-payment की वसूली को व्यय में कमी (Reduction of Expenditure) के रूप में समायोजित किया जाएगा, भले ही उसकी वसूली अगले वर्ष (Subsequent Year) में की गई हो।
टिप्पणी (2): ऐसे Works जिनके Accounts बंद (Closed) हो चुके हैं, उनसे संबंधित Rs. 10,000 तक के Credit को भी “Earnings” माना जाएगा।
214. Exhibition of Inter-Railway Payments in Government Accounts
Payments and recoveries made by one Railway for the hire of goods vehicles to other Railways, or for other items of expenditure for which adjustments between Railways are authorised by the Railway Board, should be accounted for under one and the same Detailed Head of Account in the Expenditure Abstracts of both Railways involved in the transaction.
214. सरकारी लेखों में अंतर-रेलवे भुगतानों का प्रदर्शन (Exhibition of Inter-Railway Payments in Government Accounts)
एक Railway द्वारा अन्य Railways को Goods Vehicles के Hire के लिए किए गए Payments और Recoveries, अथवा ऐसे अन्य व्यय जिनके लिए Railway Board द्वारा Railways के बीच Adjustment की अनुमति दी गई है, उनका लेखांकन लेन-देन में शामिल दोनों Railways के Expenditure Abstracts में एक ही Detailed Head of Account के अंतर्गत किया जाना चाहिए।
215. Inter-Departmental Adjustments
The principles and rules prescribing the conditions under which one Department may charge another Department for:
- Services rendered, or
- Articles supplied
and the procedure to be followed for the settlement of such charges are laid down in Appendix VI of this Code.
215. अंतर-विभागीय समायोजन (Inter-Departmental Adjustments)
वे सिद्धांत एवं नियम (Principles and Rules), जिनके अंतर्गत एक Department दूसरे Department से निम्नलिखित के लिए Charge कर सकता है—
- प्रदान की गई Services, अथवा
- आपूर्ति की गई Articles
तथा ऐसे Charges के Settlement के लिए अपनाई जाने वाली प्रक्रिया इस Code के Appendix VI में निर्धारित की गई है।
216. Purpose of Detailed Classification in Administrative Accounts
A careful and well-planned analysis of all items of Receipts and Expenditure is a condition precedent to effective Financial Control and is the primary object of any Accounting Classification.
Such classification ensures the required degree of uniformity in accounting, despite the large volume and variety of financial transactions of the Railways.
It also helps:
- To make the Accounts of different Railways comparable over the same time periods.
- To enable the preparation of Budget Estimates.
- To enable the preparation of forecasts of Receipts and Payments.
216. प्रशासनिक लेखों में विस्तृत वर्गीकरण का उद्देश्य (Purpose of Detailed Classification in Administrative Accounts)
Receipts और Expenditure की सभी मदों का सावधानीपूर्वक एवं सुव्यवस्थित विश्लेषण (Careful and Well-planned Analysis) प्रभावी Financial Control के लिए एक आवश्यक पूर्व-शर्त है तथा यही किसी भी Accounting Classification का मुख्य उद्देश्य है।
Railways के वित्तीय लेन-देन की अत्यधिक संख्या एवं विविधता (Volume and Variety) के बावजूद ऐसा Classification, Accounting में आवश्यक एकरूपता (Uniformity) सुनिश्चित करता है।
इससे—
- समान समयावधि में विभिन्न Railways के Accounts की तुलना (Comparison) की जा सकती है।
- Budget Estimates तैयार किए जा सकते हैं।
- Receipts और Payments के Forecasts तैयार किए जा सकते हैं।
217. Allocation of Receipts and Expenditure
The primary responsibility for the correct allocation of all Receipts and Payments rests with the concerned Departmental Officers.
Each Bill or Voucher received from them should show the correct allocation of Receipt/Expenditure in the fullest detail.
The Accounts Department is responsible for ensuring, to the extent possible, that the allocation shown on the initial document is not prima facie incorrect.
217. प्राप्तियों एवं व्यय का आवंटन (Allocation of Receipts and Expenditure)
सभी Receipts और Payments के सही Allocation की प्राथमिक जिम्मेदारी (Primary Responsibility) संबंधित Departmental Officers की होती है।
उनसे प्राप्त प्रत्येक Bill या Voucher में Receipt/Expenditure का सही Allocation पूर्ण विवरण (Fullest Detail) के साथ दर्शाया जाना चाहिए।
Accounts Department की जिम्मेदारी है कि वह जहाँ तक संभव हो, यह सुनिश्चित करे कि Initial Document पर दर्शाया गया Allocation प्रथम दृष्टया गलत (Prima Facie Incorrect) न हो।
218. Correct Classification of Expenditure
The correct classification should be followed while recording expenditure in Accounts, irrespective of whether the provision in the Budget has been made under the correct Budget Head.
However, in order to avoid undue variation between the Budget and Accounts figures, changes in Accounting Classification should not ordinarily be introduced during the course of the year.
Note: In the case of Works, where the allocation has to be changed during the course of a year from one Head of Expenditure to another, the classification of expenditure during that year should continue according to the original allocation.
The change in allocation should be given effect to only from the beginning of the next Financial Year, after making the necessary provision in the Budget either at the:
- Budget Stage, or
- Revised Estimate Stage.
Such Budget provision should cover:
- The estimated expenditure for the Budget Year, and
- The write-back of expenditure incurred from the commencement of the work up to the end of the previous year.
218. व्यय का सही वर्गीकरण (Correct Classification of Expenditure)
Accounts में व्यय दर्ज करते समय हमेशा सही वर्गीकरण (Correct Classification) का पालन किया जाना चाहिए, भले ही Budget में Provision सही Budget Head के अंतर्गत किया गया हो या नहीं।
हालाँकि, Budget और Accounts के आँकड़ों के बीच अनावश्यक अंतर (Undue Variation) से बचने के लिए सामान्यतः वित्तीय वर्ष के दौरान Accounting Classification में परिवर्तन नहीं किया जाना चाहिए।
टिप्पणी (Note): Works के मामले में, यदि किसी वर्ष के दौरान Allocation को एक Head of Expenditure से दूसरे Head of Expenditure में बदलना आवश्यक हो, तो उस वर्ष के Expenditure का Classification मूल आवंटन (Original Allocation) के अनुसार ही किया जाएगा।
Allocation में परिवर्तन को केवल अगले Financial Year की शुरुआत से लागू किया जाएगा और इसके लिए आवश्यक Budget Provision निम्नलिखित में से किसी Stage पर किया जाना चाहिए—
- Budget Stage, अथवा
- Revised Estimate Stage।
यह Budget Provision निम्नलिखित दोनों को Cover करने के लिए पर्याप्त होना चाहिए—
- Budget Year का Estimated Expenditure, तथा
- Work के Commencement से Previous Year के अंत तक किए गए Expenditure का Write-back।
219. Account Heads
Some of the Account Heads in the Railway Books are operated for the purpose of maintaining a link between the Commercial Accounts of the Railway and the Government Accounts (See Para 201).
These Account Heads are dealt with in Paragraphs 220 to 222.
Other Account Heads, which require some explanation, are dealt with in Paragraphs 223 to 237.
219. लेखा शीर्ष (Account Heads)
Railway Books में कुछ Account Heads का संचालन रेलवे के Commercial Accounts और Government Accounts के बीच संबंध (Link) बनाए रखने के उद्देश्य से किया जाता है। (Para 201 देखें।)
इन Account Heads का विवरण Paragraphs 220 से 222 में दिया गया है।

ACCOUNT HEADS LINKING COMMERCIAL & GOVERNMENT ACCOUNTS
220. Demands Payable
Unlike Government Accounts, where expenditure is recorded only when it is actually disbursed and receipts only when they are actually realised, Railway Accounts maintained on a commercial basis record the expenditure incurred or earnings accrued in a month, irrespective of whether they have actually been paid or realised.
Treatment of Revenue Liabilities
On the expenditure side, the Revenue Liabilities of the Railway for a particular month, which are not payable within the same month, are brought to account as Working Expenses of that month by giving a contra credit to a Suspense Head called “Demands Payable.”
When these liabilities are subsequently actually discharged by payment, the Demands Payable Suspense Head is debited with the amount paid.
Therefore, the balance at the end of the month in Demands Payable represents:
Liability incurred by the Railway but not actually discharged by payment during that month.
Accounting Head and Monthly Accounts
Demands Payable is a Suspense Head of Account under Major Head 346/347 – Indian Railway Commercial Lines/Strategic Lines – Working Expenses.
A separate account for each month should be opened, such as:
- Demands Payable for April
- Demands Payable for May, etc.
Closing of Monthly Accounts
The Accounts of a month are generally kept open up to the end of the following calendar month.
The Journal Entry for liability incurred may actually be passed during the following calendar month, but it is adjusted in the Accounts of the relevant previous month.
However, when the liability is actually paid in the following month, the payment is accounted for by debiting Demands Payable in the month in which payment is made.
The reason is that:
- Cash Book for a month is closed at the end of the same month.
- Ledger and Journal for a month remain open up to the end of the following month.

It is important that all Working Expenses properly relating to a particular year should be charged to the Revenue Accounts of that same year.
For this purpose, where the actual bills have not yet been received or paid, the probable charges should be estimated for items such as:
- Telegraph Department charges for Rent, Maintenance and Inspection
- Telephone Bills
- Water Bills
- Electricity Bills
- Overtime Bills of Staff
- Other similar Bills Payable
For such estimated liabilities, the accounting treatment will be:
Proper Head of Expenditure → Debit
Demands Payable → Credit
The Demands Payable Account will subsequently be cleared in the month in which the actual payment is made.
When Estimated Amount is Less than Actual Amount – Under-estimation
If the liability has been under-estimated, an additional entry should be made for the difference:
Expenditure Head → Debit
Demands Payable → Credit
Thus, the additional liability is also charged to the proper expenditure head.
When Estimated Amount is More than Actual Amount – Over-estimation
If the estimated liability was higher than the actual amount payable:
- Demands Payable will be debited by Cash or Transfer only to the extent of the actual payment.
- For the excess amount originally estimated, a Journal Entry will be passed:
Demands Payable → Debit
Concerned Expenditure Head → Credit
This corrects the expenditure head which had previously been over-debited.
Note – Items for which Demands Payable is NOT Operated
The following Revenue Payments should be debited directly to the Final Heads in the Accounts of the month in which actual payment is made. The Suspense Head “Demands Payable” should not be operated for these items:
- Special Contributions to the State Railway Provident Fund and Gratuities
- Settlement Dues
- Supply of Sundry Materials
- Advertisement Charges
- Law Charges
- Payment of Compensation under Workmen’s Compensation Act
- Service Postage Stamps and other Postal Charges
- Payment of Compensation for Goods, etc. lost or damaged
- Stationery, Forms, Books, Newspapers and Publications
- Repairs to Typewriters and Office Equipment
- Printing and Binding Charges
220. देय माँगें (Demands Payable)
Government Accounts में व्यय तभी दर्ज किया जाता है जब उसका वास्तविक भुगतान (Actually Disbursed) हो जाए तथा प्राप्ति तभी दर्ज की जाती है जब वह वास्तव में प्राप्त (Actually Realised) हो जाए।
इसके विपरीत, Commercial Basis पर रखे जाने वाले Railway Accounts में किसी महीने में उत्पन्न व्यय (Expenditure Incurred) अथवा अर्जित आय (Earnings Accrued) उसी महीने में दर्ज की जाती है, चाहे उसका वास्तविक भुगतान या प्राप्ति हुई हो या नहीं।
Revenue Liabilities का लेखांकन
व्यय की ओर, किसी महीने की ऐसी Revenue Liabilities, जिनका भुगतान उसी महीने में नहीं किया जाना है, उन्हें उसी महीने के Working Expenses में शामिल किया जाता है और इसके विरुद्ध “Demands Payable” नामक Suspense Head को Credit किया जाता है।
जब बाद में उस Liability का वास्तविक भुगतान किया जाता है, तो भुगतान की राशि से Demands Payable को Debit किया जाता है।
इस प्रकार महीने के अंत में Demands Payable का Balance दर्शाता है—
रेलवे द्वारा उत्पन्न की गई ऐसी Liability जिसका उस महीने तक वास्तविक भुगतान नहीं किया गया है।
Account Head एवं Monthly Account
Demands Payable एक Suspense Head of Account है, जो Major Head 346/347 – Indian Railway Commercial Lines/Strategic Lines – Working Expenses के अंतर्गत आता है।
प्रत्येक महीने के लिए अलग Account खोला जाता है, जैसे—
- Demands Payable for April
- Demands Payable for May, आदि।
Monthly Accounts का Closing
किसी महीने के Accounts सामान्यतः अगले Calendar Month के अंत तक खुले रखे जाते हैं।
Liability से संबंधित Journal Entry अगले Calendar Month में की जा सकती है, लेकिन उसका Adjustment उस पिछले संबंधित महीने के Accounts में किया जाता है।
यदि Liability का वास्तविक भुगतान अगले महीने किया जाता है, तो Demands Payable को उसी महीने के Accounts में Debit किया जाता है जिसमें वास्तविक Payment हुआ है।
इसका कारण है—
- Cash Book उसी महीने के अंत में बंद हो जाती है।
- Ledger और Journal अगले महीने के अंत तक खुले रहते हैं।
उदाहरण – April का Salary Bill, जिसका Payment May में किया गया
I. April Accounts बंद होने से पहले Journal Entry

अर्थात कम अनुमानित राशि के अंतर को भी संबंधित Expenditure Head में Charge किया जाएगा।
जब Estimate Actual Amount से अधिक हो – Over-estimation
यदि Estimated Liability वास्तविक भुगतान से अधिक थी, तो—
- Demands Payable को केवल Actual Payment की सीमा तक Cash या Transfer से Debit किया जाएगा।
- अतिरिक्त Estimated Amount के लिए Journal Entry होगी—
Demands Payable → Debit
Concerned Expenditure Head → Credit
इससे पहले अधिक Debit किए गए Expenditure Head को सही किया जाता है।
टिप्पणी – जिन मदों में Demands Payable Operate नहीं किया जाएगा
निम्नलिखित Revenue Payments को जिस महीने में Actual Payment किया जाए, उसी महीने के Accounts में सीधे Final Heads को Debit किया जाएगा। इनके लिए “Demands Payable” Suspense Head Operate नहीं किया जाएगा—
- State Railway Provident Fund में Special Contributions तथा Gratuities
- Settlement Dues
- Sundry Materials की Supply
- Advertisement Charges
- Law Charges
- Workmen’s Compensation Act के अंतर्गत Compensation का Payment
- Service Postage Stamps तथा अन्य Postal Charges

221. Labour
The wages and allowances of Workshop Staff for a particular month are actually paid only at the beginning of the following month.
However, in order to ascertain the cost incurred on a particular job during a month, it is necessary that the value of labour employed in the Workshops should be charged in the same month to the specific jobs on which the Workshop Staff were engaged.
For this purpose, a Suspense Head similar to “Demands Payable” is operated.
Accounting Procedure
The total wages and allowances of staff employed in the Workshops during a month are initially credited to a head called “Labour” under:
Workshop Manufacture Suspense → Capital 7210 → Labour
As the Labour Pay Sheets are passed by the Accounts Office for payment, the amount passed is recorded in the General Books of the Railway (Para 302) as follows:
Labour → Debit
Transfers Revenue → Credit (See Para 404)
The balance in the “Labour” Account at the end of the month represents the liability on account of wages and allowances already charged but not yet cleared by actual payment to the labour.
221. श्रम (Labour)
Workshop Staff के किसी महीने के Wages and Allowances का वास्तविक भुगतान उन्हें अगले महीने की शुरुआत में किया जाता है।
लेकिन किसी महीने में किसी विशेष Job पर incurred cost का सही निर्धारण करने के लिए यह आवश्यक है कि Workshop में लगाए गए Labour का मूल्य उसी महीने उन specific jobs पर Charge किया जाए, जिन पर Workshop Staff ने कार्य किया है।
इस उद्देश्य से “Demands Payable” के समान एक Suspense Head का संचालन किया जाता है।
लेखांकन प्रक्रिया (Accounting Procedure)
किसी महीने के दौरान Workshop में कार्यरत Staff के कुल Wages and Allowances को प्रारंभ में निम्न Head में Credit किया जाता है—
Workshop Manufacture Suspense → Capital 7210 → “Labour”
जब Labour Pay Sheets को Accounts Office द्वारा Payment के लिए Pass किया जाता है, तो Pass की गई राशि को Railway की General Books (Para 302) में निम्न प्रकार दर्ज किया जाता है—
Labour → Debit
Transfers Revenue → Credit (Para 404 देखें)
इस प्रकार, महीने के अंत में “Labour” Account का Balance उन Wages and Allowances की Liability को दर्शाता है, जिन्हें Charge तो किया जा चुका है, लेकिन Labour को उनका Actual Payment अभी नहीं किया गया है।
222. Traffic Accounts
Traffic Accounts is a Suspense Head of Account under Major Head 146/147 – Indian Railway – Revenue Receipts – Commercial/Strategic Lines. It performs, in respect of Railway Earnings, the same function that “Demands Payable” performs in respect of Expenses.
All earnings for which a Railway Administration is responsible for realisation are debited to the Traffic Accounts head. This applies irrespective of whether the earnings relate to the Railway’s own traffic or to traffic interchanged with other Railways.
When such earnings are actually realised, the amount realised is credited to Traffic Accounts. Therefore, the balance outstanding in Traffic Accounts represents unrealised earnings, i.e. earnings which have accrued but have not yet been realised. Such unrealised earnings may be outstanding either at the Stations or in the Accounts Office.
222. यातायात लेखा (Traffic Accounts)
Traffic Accounts एक Suspense Head of Account है, जो Major Head 146/147 – Indian Railway – Revenue Receipts – Commercial/Strategic Lines के अंतर्गत आता है। Railway Earnings के संबंध में इसका वही उद्देश्य है, जो Expenses के संबंध में “Demands Payable” का होता है।
जिन सभी Earnings की वसूली (Realisation) के लिए Railway Administration जिम्मेदार है, उन्हें Traffic Accounts में Debit किया जाता है। यह इस बात पर निर्भर नहीं करता कि Earnings Railway के अपने Traffic से संबंधित हैं या अन्य Railways के साथ Interchanged Traffic से संबंधित हैं।
जब इन Earnings की वास्तविक वसूली (Actual Realisation) हो जाती है, तो Realised Amount को Traffic Accounts में Credit किया जाता है। अतः Traffic Accounts में शेष Balance, Unrealised Earnings को दर्शाता है, अर्थात ऐसी Earnings जो अर्जित हो चुकी हैं लेकिन जिनकी वसूली अभी तक नहीं हुई है। ये Unrealised Earnings Stations अथवा Accounts Office में Outstanding हो सकती हैं।
CERTAIN OTHER ACCOUNTS HEADS
223. Miscellaneous Advances
Miscellaneous Advances is a Suspense Head of Account under Major Head 346/347 – Indian Railway – Commercial Lines/Strategic Lines – Working Expenses. This head is intended for the temporary booking of certain transactions, pending their adjustment to the appropriate Final Heads of Account.
The following classes of transactions are temporarily booked under Miscellaneous Advances:
(a) Charges whose allocation is not known, or which cannot immediately be adjusted to a Final Head of Account.
(b) Inter-departmental transactions which are awaiting acceptance.
Note: Transactions relating to Outward Monthly Accounts (see Para 441) pertaining to other Government Departments should, as far as possible, be adjusted directly under “Remittance Account with State” and should not be routed through “Miscellaneous Advances.”
(c) Expenditure incurred for works other than Government Works, either in anticipation of receipt of deposits or pending realisation of the amount expended.
(d) Advance payments made for Stores which are to be supplied subsequently.
(e) Advance payments made to Railway Officials for local purchase of materials and other purposes, pending the rendering of accounts by them.
Note: This Suspense Head should not be confused with Capital 7300 – Miscellaneous Advances, which appears in the Classification of Capital and Other Works – Expenditure.
223. विविध अग्रिम (Miscellaneous Advances)
Miscellaneous Advances एक Suspense Head of Account है, जो Major Head 346/347 – Indian Railway – Commercial Lines/Strategic Lines – Working Expenses के अंतर्गत आता है। इस Head का उपयोग कुछ प्रकार के Transactions को उनके उचित Final Heads of Account में Adjustment होने तक अस्थायी रूप से Book करने के लिए किया जाता है।
निम्नलिखित प्रकार के Transactions को Miscellaneous Advances के अंतर्गत अस्थायी रूप से Book किया जाता है—
(a) ऐसे Charges जिनका Allocation ज्ञात नहीं है, अथवा जिन्हें तत्काल किसी Final Head of Account में Adjust नहीं किया जा सकता।
(b) ऐसे Inter-departmental Transactions, जिनकी Acceptance अभी प्राप्त नहीं हुई है।
टिप्पणी: अन्य Government Departments से संबंधित Outward Monthly Accounts के Transactions (Para 441 देखें) को जहाँ तक संभव हो, सीधे “Remittance Account with State” के अंतर्गत Adjust किया जाना चाहिए तथा उन्हें “Miscellaneous Advances” के माध्यम से Adjust नहीं किया जाना चाहिए।
(c) Government Works के अलावा अन्य Works पर किया गया ऐसा Expenditure, जो Deposit प्राप्त होने की प्रत्याशा में किया गया हो अथवा जिसकी खर्च की गई राशि की Realisation अभी बाकी हो।
(d) भविष्य में प्राप्त होने वाले Stores के लिए किया गया Advance Payment।
(e) Railway Officials को Local Purchase of Materials तथा अन्य उद्देश्यों के लिए दिया गया Advance, जब तक कि उनके द्वारा संबंधित Accounts प्रस्तुत (Rendering of Accounts) नहीं कर दिए जाते।
टिप्पणी: इस Suspense Head को Capital 7300 – Miscellaneous Advances के साथ भ्रमित नहीं किया जाना चाहिए। Capital 7300 – Miscellaneous Advances, Classification of Capital and Other Works – Expenditure में दिया गया एक अलग Head है।
224. “Other Railway”
“Other Railway” is a Suspense Account under Major Head 146/147 – Indian Railway Revenue Receipts – Commercial Lines/Strategic Lines. All transactions relating to the division or apportionment of earnings between Government Railways are passed through this account.
The balance outstanding in the “Other Railway” Account represents unadjusted through traffic transactions with other Government Railways, i.e. transactions relating to through traffic for which the division or adjustment of earnings between the concerned Railways is still pending.
224. “अन्य रेलवे” (Other Railway)
“Other Railway” एक Suspense Account है, जो Major Head 146/147 – Indian Railway Revenue Receipts – Commercial Lines/Strategic Lines के अंतर्गत आता है। Government Railways के बीच Earnings के Division या Apportionment से संबंधित सभी Transactions को इस Account के माध्यम से Pass किया जाता है।
“Other Railway” Account में शेष Balance, अन्य Government Railways के साथ Unadjusted Through Traffic Transactions को दर्शाता है, अर्थात Through Traffic से संबंधित ऐसे Transactions जिनमें संबंधित Railways के बीच Earnings का Division या Final Adjustment अभी बाकी है।
225. Deposits
Under Major Head 845 – Railway Deposits, appearing under K – Deposits and Advances (b) – Deposits not bearing interest, separate Minor Heads are maintained for Deposits of Branch Line Companies and Unclaimed Provident Fund Deposits. The important Sub-Heads under the Minor Head “Other Deposits” are described below.
(1) Unpaid Wages
The wages and allowances of staff which are not paid to them by the Cashier within the stipulated period (see Para 1989) are taken to the credit of the Railway under the head “Unpaid Wages.”
This head is subsequently debited with all payments made to the staff. It is also debited with the amount of Unpaid Wages transferred to Revenue or Capital Heads of Account in accordance with Para 319.
(2) “Private Companies”
Where, under the orders of the Competent Authority, through booking is permitted with Private Companies or other Carriers who do not bank with a Government Treasury, the amount due to them on account of apportionment of traffic for the month is credited to this Sub-Head of the Deposit Account.
The credit is subsequently cleared either by actual payment, or by debit against the money collected by Private Companies on behalf of Indian Railways, with a corresponding credit to Earnings.
(3) “Miscellaneous”
The “Miscellaneous” Sub-Head includes various types of deposits and recoveries such as Cash Security Deposits, Earnest Money paid by Tenderers for Contracts, Court Attachment Recoveries, and Deposits received from other parties towards the estimated cost of works to be executed for them by the Railway. Unpaid Bills of Contractors are also credited to this Sub-Head.
The debits under this Sub-Head consist of the refund or repayment of amounts previously credited, as well as amounts written off under Para 321.
225. जमा राशियाँ (Deposits)
Major Head 845 – Railway Deposits, जो K – Deposits and Advances (b) – Deposits not bearing interest के अंतर्गत आता है, में Branch Line Companies के Deposits तथा Unclaimed Provident Fund Deposits के लिए अलग-अलग Minor Heads रखे जाते हैं। Minor Head “Other Deposits” के अंतर्गत आने वाले प्रमुख Sub-Heads निम्नलिखित हैं।
(1) Unpaid Wages – अवैतनिक वेतन
Staff के ऐसे Wages and Allowances, जिनका भुगतान Cashier द्वारा निर्धारित अवधि के भीतर नहीं किया गया है (Para 1989 देखें), उन्हें “Unpaid Wages” Head के अंतर्गत Railway के Credit में लिया जाता है।
बाद में Staff को किए गए सभी Payments से इस Head को Debit किया जाता है। इसके अतिरिक्त, Para 319 के अनुसार Revenue या Capital Heads of Account में Transfer किए गए Unpaid Wages की राशि से भी इस Head को Debit किया जाता है।
(2) Private Companies – निजी कंपनियाँ
जहाँ Competent Authority के आदेश से ऐसी Private Companies या अन्य Carriers के साथ Through Booking की अनुमति दी जाती है, जो Government Treasury के साथ Bank नहीं करते, वहाँ महीने के Traffic के Apportionment के आधार पर उन्हें देय राशि को Deposit Account के इस Sub-Head में Credit किया जाता है।
इस Credit को बाद में या तो Actual Payment द्वारा Clear किया जाता है, अथवा Private Companies द्वारा Indian Railways की ओर से Collect की गई राशि के विरुद्ध Debit करके, संबंधित राशि को Earnings में Credit करके Adjust किया जाता है।
(3) Miscellaneous – विविध
“Miscellaneous” Sub-Head के अंतर्गत Cash Security Deposits, Contracts के लिए Tenderers द्वारा जमा Earnest Money, Court Attachment Recoveries, तथा अन्य Parties द्वारा Railway से अपने लिए कराए जाने वाले Works की Estimated Cost के लिए जमा की गई राशि आदि शामिल होती हैं। Contractors के Unpaid Bills भी इसी Sub-Head में Credit किए जाते हैं।
इस Sub-Head में Debit मुख्यतः पहले Credit की गई राशियों के Refund या Repayment तथा Para 321 के अंतर्गत Write-off की गई राशियों के कारण होता है।
226. State Railway Provident Fund
State Railway Provident Fund is a Minor Head of Account under Major Head 805 – State Provident Funds – C-Railways, which falls under I – Small Savings, Provident Fund, etc. Transactions relating to the State Railway Provident Fund, both Contributory and Non-Contributory, are shown as separate Sub-Heads under this Minor Head.
Unpaid Provident Fund amounts are credited to this Head of Account. However, if such amounts relate to Closed Accounts, they are credited to “Deposits” instead. Subsequent payment of these unpaid amounts is made only against Pay Orders issued by the Provident Fund Section in the usual manner.
226. राज्य रेलवे भविष्य निधि (State Railway Provident Fund)
State Railway Provident Fund एक Minor Head of Account है, जो Major Head 805 – State Provident Funds – C-Railways के अंतर्गत आता है तथा यह I – Small Savings, Provident Fund, etc. के अंतर्गत वर्गीकृत है। State Railway Provident Fund से संबंधित Contributory तथा Non-Contributory, दोनों प्रकार के Transactions को इस Minor Head के अंतर्गत अलग-अलग Sub-Heads में दर्शाया जाता है।
Unpaid Provident Fund Amounts को इस Head of Account में Credit किया जाता है। लेकिन यदि ऐसी राशि Closed Accounts से संबंधित है, तो उसे “Deposits” में Credit किया जाता है। ऐसी Unpaid Amount का बाद में Payment केवल Provident Fund Section द्वारा सामान्य प्रक्रिया के अनुसार जारी किए गए Pay Orders के आधार पर किया जाता है।
227. Staff Benefit Fund
Staff Benefit Fund is a Minor Head of Account under Major Head 821 – General and Other Reserve Funds, falling under J – Reserve Funds (a) – Reserve Funds bearing interest. This Fund is operated in accordance with the Staff Benefit Fund Rules prescribed in the Indian Railway Establishment Code.
Besides other prescribed items, all fines realised from Railway employees are also credited to the Staff Benefit Fund.
227. कर्मचारी लाभ निधि (Staff Benefit Fund)
Staff Benefit Fund एक Minor Head of Account है, जो Major Head 821 – General and Other Reserve Funds के अंतर्गत आता है तथा इसे J – Reserve Funds (a) – Reserve Funds bearing interest के अंतर्गत वर्गीकृत किया गया है। इस Fund का संचालन Indian Railway Establishment Code में निर्धारित Staff Benefit Fund Rules के अनुसार किया जाता है।
अन्य निर्धारित मदों के अतिरिक्त, Railway Employees से वसूल किए गए सभी Fines को भी Staff Benefit Fund में Credit किया जाता है।
228. General Provident Fund and Other Provident Funds
The General Provident Fund and Other Provident Fund Heads record all Credits to and Payments from the respective Funds. The rules prescribed in Paragraph 226 are also applicable to these Funds mutatis mutandis, i.e. with such necessary changes as may be applicable according to the circumstances.
228. सामान्य भविष्य निधि एवं अन्य भविष्य निधियाँ (General Provident Fund and Other Provident Funds)
General Provident Fund तथा अन्य Provident Fund Heads में संबंधित Funds में होने वाले सभी Credits तथा उनसे किए जाने वाले Payments को दर्ज किया जाता है। Paragraph 226 में दिए गए नियम इन Funds पर भी Mutatis Mutandis, अर्थात आवश्यक परिस्थितिजन्य परिवर्तनों के साथ, लागू होते हैं।
229. Cash
The “Cash” Head represents the amount held by the Cashier for payment into Treasury/Bank and the total Cash Imprests held by Departmental Officers.
There is a Minor Head “Railways” under Major Head 871 – Departmental Balances, falling under L – Suspense and Miscellaneous (c) – Other Accounts. This Head is debited and credited with all Cash Transactions recorded in the General Cash Book (A-304) and summarised in the General Cash Abstract Book (A-306). The balance under this Account represents the amount held by the Cashier for payment into Bank.
Similarly, there is a Minor Head “Railways” under Major Head 872 – Permanent Cash Imprest, also falling under L – Suspense and Miscellaneous (c) – Other Accounts. The balance under this Head represents the Cash Imprests held by Railway Officers.
229. नकद (Cash)
“Cash” Head उस राशि को दर्शाता है जो Cashier के पास Treasury/Bank में जमा करने के लिए उपलब्ध होती है, साथ ही इसमें Departmental Officers के पास रखे गए कुल Cash Imprests भी शामिल होते हैं।

230. “Capital Outlay”
All Capital Transactions under Final Heads, with the exception of those under “Suspense Heads” which will be closed to Balance, will be closed to the “Capital Outlay” Account.
230. “पूंजीगत परिव्यय” (Capital Outlay)

231. “Net Revenue”

This Account is used for the closing of all Heads of Accounts which do not record Railway Revenue or Expenditure.
The balances, if any, under the Debt and Remittance Heads, with the exception of “Transfer Railways”, will, however, be closed to “Balance.”
Transactions under the head “Transfer Railways” will be closed to a Minor Head of “Miscellaneous Government Account” in the books of the Individual Railways. If there is any balance in the books of the Railway Board, it will be closed to “Balance.”
Transactions under the head “Deposits with Reserve Bank (Railways)” will be closed to a Minor Head of “Miscellaneous Government Account.”
232. विविध सरकारी लेखा (Miscellaneous Government Account)

“Transfer Railways” Head के Transactions को Individual Railways की Books में “Miscellaneous Government Account” के एक Minor Head में Close किया जाएगा। यदि Railway Board की Books में कोई Balance हो, तो उसे “Balance” में Close किया जाएगा।

RESERVE FUNDS
233. Depreciation Reserve Fund – Railways
This is a minor head under the Major Head 815 – Depreciation/Renewal Reserve Funds. The accounts of this Fund will be maintained in the books of the Railways and in the Office of the Railway Board. The receipts, which mainly consist of contributions from Revenue on the basis of the recommendations of the Railway Convention Committee and the interest on the Fund balances, will be credited to the Fund. The payments from the Fund, mainly on account of replacement and renewal of assets in accordance with the rules of the Fund, will be debited to the Fund. The balance will be carried forward from year to year.
233. मूल्यह्रास आरक्षित निधि – रेलवे (Depreciation Reserve Fund – Railways)
यह Major Head 815 – Depreciation/Renewal Reserve Funds के अंतर्गत एक Minor Head है। इस Fund के Accounts को Railways की Books तथा Railway Board के Office, दोनों में Maintain किया जाएगा। इस Fund की Receipts में मुख्य रूप से Railway Convention Committee की Recommendations के आधार पर Revenue से प्राप्त Contributions तथा Fund Balance पर मिलने वाला Interest शामिल होता है, जिन्हें Fund में Credit किया जाता है। Fund के Rules के अनुसार मुख्य रूप से Railway Assets के Replacement और Renewal पर किए जाने वाले Payments को Fund में Debit किया जाता है। इस Fund का Balance प्रत्येक वर्ष अगले वर्ष में Carry Forward किया जाता है।

This is a minor head under the Major Head 816 – Revenue Reserve Funds, under J – Reserve Funds – (a) Reserve Funds bearing interest. The account of the Fund will be maintained in the Office of the Railway Board only. The Fund will be credited mainly with appropriation from Revenue Surplus, interest on the balances of the Fund and loans from General Revenues. The accounts of the Fund will be debited with (i) such sums as may be required for dividend equalisation, that is to say, to make up the shortfall in the Revenue Surplus available for payment of dividend to the General Revenues, and (ii) repayment of loans from General Revenue and interest on loan. The balance of the Fund will be carried forward from year to year.
234. रेलवे राजस्व आरक्षित निधि (Railway Revenue Reserve Fund)
यह Major Head 816 – Revenue Reserve Funds के अंतर्गत एक Minor Head है तथा J – Reserve Funds – (a) Reserve Funds bearing interest के अंतर्गत आता है। इस Fund का Account केवल Railway Board के Office में Maintain किया जाएगा। Fund में मुख्य रूप से Revenue Surplus से Appropriation, Fund Balance पर Interest तथा General Revenues से प्राप्त Loans को Credit किया जाता है। Fund को Dividend Equalisation के लिए आवश्यक राशि से Debit किया जाता है, अर्थात General Revenues को Dividend के Payment के लिए उपलब्ध Revenue Surplus में होने वाली कमी को पूरा करने के लिए। इसके अतिरिक्त, General Revenue से लिए गए Loans की Repayment तथा Loan पर Interest भी Fund में Debit किए जाते हैं। Fund का Balance प्रत्येक वर्ष अगले वर्ष में Carry Forward किया जाता है।
235. Railway Development Fund
This is a minor head under the Major Head 817 – Development Funds, under J – Reserve Funds – (a) Reserve Funds bearing interest. The accounts of the Fund will be maintained in the Railway Board’s Office. The Fund will be credited with appropriation from Revenue Surplus, interest on Fund balances and loans from General Revenue. The withdrawals from the Fund will be in accordance with the rules of the Fund, namely to meet the expenditure on providing amenities for passengers and other Railway users, labour welfare works, unremunerative operating improvements, etc. The balance of the Fund will be carried forward from year to year.
235. रेलवे विकास निधि (Railway Development Fund)
यह Major Head 817 – Development Funds के अंतर्गत एक Minor Head है तथा J – Reserve Funds – (a) Reserve Funds bearing interest के अंतर्गत आता है। इस Fund के Accounts को Railway Board’s Office में Maintain किया जाएगा। Fund में Revenue Surplus से Appropriation, Fund Balances पर Interest तथा General Revenue से प्राप्त Loans को Credit किया जाता है। Fund के Rules के अनुसार इससे Withdrawal मुख्य रूप से Passengers तथा अन्य Railway Users को Amenities प्रदान करने, Labour Welfare Works तथा Unremunerative Operating Improvements आदि पर होने वाले Expenditure को पूरा करने के लिए किया जाता है। Fund का Balance प्रत्येक वर्ष अगले वर्ष में Carry Forward किया जाता है।
236. Railway Pension Fund
This is a minor head under the Major Head 821 – General and Other Reserve Funds, under J – Reserve Funds – (a) Reserve Funds bearing interest. Receipts into the Fund will consist of appropriation from Revenue/Capital Account, transfer from Contributory Provident Fund and interest on Fund balances. All payments relating to pension and other retirement benefits to pensionable employees will be debited to the accounts of the Fund. The balance of the Fund will be carried forward from year to year.
236. रेलवे पेंशन निधि (Railway Pension Fund)
यह Major Head 821 – General and Other Reserve Funds के अंतर्गत एक Minor Head है तथा J – Reserve Funds – (a) Reserve Funds bearing interest के अंतर्गत आता है। इस Fund की Receipts में Revenue/Capital Account से Appropriation, Contributory Provident Fund से Transfer तथा Fund Balances पर मिलने वाला Interest शामिल होता है। Pensionable Employees को Pension तथा अन्य Retirement Benefits से संबंधित सभी Payments को इस Fund के Accounts में Debit किया जाता है। Fund का Balance प्रत्येक वर्ष अगले वर्ष में Carry Forward किया जाता है।
237. Accident Compensation, Safety and Passenger Amenities Fund
This is a minor head under the Major Head 821 – General and Other Reserve Funds, under J – Reserve Funds, (a) Reserve Funds bearing interest. The Fund will be credited with the amount collected as surcharge on passenger tickets towards accident compensation, etc., and interest on the balance in the Fund.
The Fund will be debited with (a) payments of compensation to passengers involved in Railway accidents, (b) expenditure on safety works such as Track Circuiting or Axle Counters, Automatic Warning System, Vigilance Control Device, Lifting Barriers at Level Crossings, inter-locking of Level Crossing Gates with Signals, and such other safety works as may be authorised to be financed out of this Fund from time to time, and (c) expenditure on specified items of passenger amenities and allied works such as provision of platforms and covers thereon, Train Indicator Boards, Rest Shelters for licensed porters, etc. The balance of the Fund will be carried forward from year to year.
237. दुर्घटना क्षतिपूर्ति, संरक्षा एवं यात्री सुविधा निधि
यह मुख्य शीर्ष 821 – सामान्य एवं अन्य आरक्षित निधियाँ (General and Other Reserve Funds) के अंतर्गत एक लघु शीर्ष (Minor Head) है तथा J – आरक्षित निधियाँ, (a) ब्याज अर्जित करने वाली आरक्षित निधियाँ के अंतर्गत आता है। इस निधि में यात्री टिकटों पर दुर्घटना क्षतिपूर्ति आदि के लिए लगाए गए अधिभार (Surcharge) से प्राप्त राशि तथा निधि में उपलब्ध शेष राशि पर मिलने वाले ब्याज को जमा किया जाता है।
इस निधि से (a) रेलवे दुर्घटनाओं में प्रभावित यात्रियों को दी जाने वाली क्षतिपूर्ति, (b) संरक्षा कार्यों पर होने वाला व्यय, जैसे ट्रैक सर्किटिंग या एक्सल काउंटर, स्वचालित चेतावनी प्रणाली, सतर्कता नियंत्रण उपकरण, समपार फाटकों पर उठने वाले अवरोधक, समपार फाटकों का सिग्नलों के साथ इंटरलॉकिंग, तथा समय-समय पर इस निधि से वित्तपोषित किए जाने के लिए अधिकृत अन्य संरक्षा कार्यों का व्यय किया जाता है। इसके अतिरिक्त, (c) निर्धारित यात्री सुविधाओं एवं संबंधित कार्यों जैसे प्लेटफॉर्म तथा उन पर शेड की व्यवस्था, ट्रेन संकेतक बोर्ड और लाइसेंसधारी कुलियों के लिए विश्राम-स्थल आदि पर होने वाला व्यय भी इसी निधि से किया जाता है। इस निधि की शेष राशि प्रत्येक वर्ष अगले वर्ष में आगे ले जाई जाती है (Carry Forward)।
